This criterion is met. Mounds View schools owns a property on the south side of <br />Interstate 694 at the northwest corner of Old Highway 8 NW. This site measures 900' to <br />the south. Closer is the New Brighton Community Center, measuring 850' to the <br />southeast. <br />d. at least 2500' from another helipad <br />This criterion is met. There are no other known helipads in the area and at a setback of <br />2500 ; no other sites within NBE, New Brighton Exchange zoning district that could <br />accommodate a helipad. <br />4) Landing pads shall be reasonably screened from public rights-of-way of minor arterial status <br />or greater and include a 36" hedge and/or wall combination around the perimeter. <br />This criterion is met. Old Highway 8 NW is considered a minor arterial status roadway, <br />carrying traffic counts of approximately 9,200 trips per day. The proposed helipad would lie <br />15' off the northern property boundary abutting Northwest Parkway and 70' off the eastern <br />property boundary abutting Old Highway 8 NW. The applicant proposes to screen the <br />helipad with shrubbery measuring 36" — 42" high, as well as a short retaining wall along <br />Northwest Parkway. Nearly all the existing trees will be preserved and nine arborvitae are <br />proposed to be added to the landscape. The applicant's narrative states their proposed plans <br />aim to "enhance the beauty of the area and minimize dust". Based on the elevation <br />drawings provided, the site seems well screening from both streets. <br />5) A maximum of 20 landings per calendar year. A landing shall be defined as an arrival and a <br />departure associated with the same trip. Flight logs shall be kept and made available to City <br />staff for review to confirm compliance with this section. <br />This criterion is met. The applicant proposes use of the helipad no more than 20 times per <br />calendar year and intends to use the helipad for personal use only and not to provide access <br />by a third party, except in emergency situations. Staff recommends a condition of approval <br />that the applicant supplies flight logs on a yearly basis to confirm compliance with this <br />section. <br />6) Landings shall not be permitted during the hours of 7pm lam Monday thru Friday. <br />Weekend and holiday landings are prohibited. <br />This criterion is met. The applicant's narrative confirms their intention to not use the <br />helipad in the evening hours. Additionally, the helipad shall not be used on the weekends or <br />holidays. Emergencies are exempt from these hours. <br />7) Permitted flights paths, helicopter type, and decibel level standards shall be specified at the <br />time of approval and be determined based on the characteristics of surrounding property, <br />including but not limited to, vegetated cover, topography, and proximity to residential uses. <br />This criterion is met. The applicant has furnished a proposed flight path map, attached as <br />Exhibit I to this report. Additionally, the applicant shall only use a helicopter type that <br />complies with the decibel levels represented on page 11 of the narrative attached as Exhibit <br />G. <br />
