Continuation of discussion regarding splitting the lot at 557 5th <br />Avenue NW into three lots of record. This item was tabled on June <br />28th 2005 to this meeting. Report No. 05-152 <br /> <br />The City Planner gave a brief overview of the proposed lot split, giving a brief history <br />of the dialogue at the previous council meetings; which included a Public Hearing <br />that was held on June 28, 2005. <br />The City Planner offered two suggestions, one being that council table the item once <br />again, allowing more time to examine the options, and the second option being that <br />. council approve the lot split as it was originally presented. <br /> <br />Council Member Doffing stated that she visited with neighboring residents as well <br />as making deliberate observations of the current parking/traffic issues, and arrived <br />at the conclusion that the problem at hand is a zoning issue, more than a public <br />safety issue. Council Member Doffing indicated that because of the current <br />crowding issues, allowing the lot split would compound an already unsafe <br />situation. <br /> <br />~e City Planner reported that a zoning code amendment, to the R1a zoning code is <br />possibility. This amendment would provide for the requirement of at least a 40 <br />oot minimum lot frontage on parcels that are adjacent to alleys. <br /> <br />Council Member Kim Moore-Sykes questioned if the current zoning code would <br />change, where else in the City would this change be utilized. <br /> <br />Mayor Larson suggested tabling this item, and allowing more time to examine the <br />options. <br /> <br />Council Member Hoffman stated it was her desire to give the applicant an answer <br />as expeditiously as possible. <br /> <br />Pat Siwek and Tom Siwek presented a site plan, and stated that it was their feeling <br />that they have complied with all requirements and would like an approval rather <br />than an extension at this time. <br /> <br />Conncil Member Doffing requested staff to look at the possibility and effect of <br />relocating the existing lift station. <br /> <br />latthew Winiecki, 566 4th Ave. questioned the purpose of having a Public Hearing, <br />hen he presented a petition indicating opposition by at least one member of every <br />ousehold in the area. <br /> <br />Motion by Council Member Moore-Sykes, seconded by Council Member Doffing to <br />table the action and direct staff to notify the applicant that the action was tabled, <br />giving opportunity for preparation, and direct staff to put together some language for <br />an ordinance amendment providing for the minimum 40 foot lot frontage for parcels <br /> <br />Council Business <br />1.
