<br />Page 3 - April 26, 2005, New Brighton Council Minutes <br /> <br />I <br /> <br />Judith Lamb, 1144 Pike Lake Circle, complimented Patrick Boylan for his help in answering her <br />questions. Ms Lamb also expressed her concerns about the effects of this proposal on the lake. <br />The City Planner indicted that the City would rely on the advice of the Rice Creek Watershed. <br /> <br />Amanda Storler 1248 Long Lake Rd stated she was not in agreement with the <br />proposed PRD being built in a neighborhood zoned residential. <br /> <br />The City Planner explained the process required for obtaining a Special Use Permit. <br /> <br />Council Member Doffing clarified that a property greater than two acres can apply <br />for a Special Use Permit. <br /> <br />Council Member Hoffman felt that the majority of neighborhood concerns have <br />been addressed. <br /> <br />Motion by Council Member Moore -Sykes, seconded by Council Member Hoffman to <br />waive the reading and adopt the attached resolution recommending approval of <br />PRD05-01, LPOS-Ol, PL05-0l, and SP05-02; subject to the following conditions: <br /> <br />I <br /> <br />1. Approval of a permit by the Rice Creek Watershed District. <br />2. Review of the Ramsey County highway Engineer for the final plat. <br />3. Light plans for the proposal are submitted to the City detailing materials, height <br />and supportive data to be approved by the Council. <br />4. The final grading plan shall be subject to review and approval of the City <br />Engineer. <br />5. A final utility plan shall be submitted and approved by the City Engineer. <br />6. The landscape plan is redrafted to address the screening issues for the adjacent <br />single family homes to the north and east. <br />7. Review by Ramsey County for the new plat. <br />8. The access easement is drafted on a final plat to be submitted with final PRD <br />review to the City Council. <br />9. Utility plans show hydrant location(s). <br />10. The screening shall be reviewed and improved to effectively screen adjacent <br />single family properties. <br /> <br />4 Ayes - 1 Nays, Motion Carried. <br /> <br />Ayes: <br />Mayor Larson <br />Council Member Moore-Sykes <br />Council Member Hoffman <br />Council Member Burg <br /> <br />lays: <br />ouncil Member Doffing <br /> <br />3.
