PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — October 20, 2015 7:00 p.m. <br />Present: Chairperson Bruce Howard, Commissioners Steve Danger, Marvin Deick, Susan Erickson, Erin <br />Nichols-Matkaiti, and Verne McPherson <br />Absent: Commissioner Saeed Bihi <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Paul Jacobsen-Councilmember <br />Agenda Review: There were no changes to the agenda. <br />Minutes from September 15, 2015: <br />Motion by Commissioner Erickson, seconded by Commissioner Danger, to approve the September 15, <br />2015 meeting minutes as presented. <br />Approved 6-0. <br />Council Action: Councilmember Jacobsen reported the Council has looked at leasing out the lower level of <br />City Hall to the Upper Midwest Community Policing Institute and the Minnesota Chiefs of Police. He provided <br />comment on the renovations planned for the area and would be funded by rent paid by the tenants. It was noted <br />a 10 year lease was being signed with the Minnesota Chiefs of Police. He explained the Council has also been <br />discussing the 2016 budget and noted the preliminary tax levy was set at 3.86%. <br />Commission Business: <br />(A) Peter Murlowski requests consideration of a Site Plan to permit construction of a 24' x 42' <br />attached garage addition to the existing office building at 388 Cleveland AVE SW. <br />Planning Director Janice Gundlach reported the applicant is requesting Site Plan approval in order to permit <br />construction of a 24' x 42' attached garage addition to the existing office building at 388 Cleveland AVE SW. <br />The purpose of the attached garage addition is to provide indoor car storage so the existing garage space can be <br />converted to office space. The proposed garage addition will be located partially on top of existing parking lot. <br />The proposed addition meets all standards of the B — 1, Limited Business zoning district. The site at 388 <br />Cleveland AVE SW was originally approved in 2002 and was to be a phased development, with a nearly <br />identical office building mirrored on the vacant lot to the north, which is in partial common ownership still <br />today. The second building was never constructed, but the access and parking area for the second building was <br />partially built to be used as shared access and parking and appropriate easements have been filed and are in <br />force. The 2002 approval for that second building, and any other improvement that was proposed but not <br />implemented, has since expired. Staff recommends approval of the Site Plan, subject to the following <br />conditions: <br />1. The 24' x 42' attached garage addition shall be constructed in a manner consistent with the plans <br />attached to the Planning Report dated October 15, 2015 and as amended herein. <br />2. The exterior materials match the existing office building. <br />
