PLANNING REPORT <br />DATE: November 13, 2015 <br />CASE: LP2015-003, SP2015-008, NC2015-002 <br />SUBJECT: Site Plan, Special Use Permit, and Nonconforming Use Permit to allow <br />used truck and trailer sales and associated site improvements at 201 5th <br />AVE SW <br />APPLICANT: Jason Grawe on behalf of McCoy Group, Inc. (aka Truck Country) <br />REQUEST & BACKGROUND <br />The applicant is requesting the following land use requests for 201 5th AVE SW: <br />• Site Plan — required in order to secure permits to conduct site improvements on all <br />business and industrial -zoned property in the City. <br />• Special Use Permit — required in order to conduct used truck and trailer sales, including <br />outdoor storage, in the business and industrial districts. <br />• Nonconforming Use Permit — required in order to secure a Site Plan and Special Use <br />Permit when certain zoning code standards are not in compliance with current <br />regulations. The nonconformities in question consist of side and rear yard parking lot <br />setbacks and screening standards for outdoor storage that are less than required by code. <br />The existing property at 201 5th AVE SW is currently being used for truck and trailer repair, <br />including outdoor storage. A special use permit for these uses is on file, dated 2003, with this <br />business continuing to operate in conjunction with McCoy Trucking. There are other tenants <br />operating out of the property, most of whom will vacate the site if McCoy Group secures a <br />special use permit for truck and trailer sales. McCoy Group will sell truck and trailers under the <br />Truck County name, which operates 21 dealerships throughout the Midwest. McCoy Group will <br />take trucks and trailers in, clean and detail then, then display them for sale.
