(Authorization is conditioned on final <br />review and approval of the City Attorney.) <br />5 Ayes, 0 Nays -Motion Carried <br />Council Business <br />1. Consideration of Resolution Authorizing Replacement of Vehicle 866-1986 <br />GMC GENERAL with a 2015 Rosenbauer Fire Apparatus. <br />City Manager Lotter indicated Crime Prevention/Crime Free Multi -Housing Officer Hamdorf would be <br />presenting this item to the Council. <br />Crime Prevention/Crime Free Multi -Housing Officer Hamdorf stated the purpose of this item is to obtain <br />Council authorization to purchase and outfit a 2015 Rosenbauer Fire apparatus. City vehicle #866 was <br />purchased in 1986 with an exp ectcd service life of 20 years. The current vehicle is 29 years old and no longer <br />complies with applicable NFPA apparatus standards, has limited foam production capabilities, lacks safety <br />features to protect City staff from known hazards, and lacks the opel ationai capacity of a fire apparatus built to <br />current standards. Staff discussed the City's current emergency response system and the changing needs of <br />the City. He reviewed the options and safety features the new fire engine would offer the department. He <br />was pleased to report that the City would be able to take advantage of 2013 pricing through the national bulk <br />purchasing power. He reported that the current fire truck would be sold or used for trade-in. Staff <br />recommended the Council authorize the City Manager to enter into an HGAC Contract FS 12-13 with <br />Rosenbauer Minnesota LLC as bid by General Safety Fire Apparatus Inc. <br />Councilmember Jacobsen asked how long it would take to build the new fire truck Crime l)revention/Ciime <br />Free Multi -Housing Officer Hamdorf reported it would take 360 days for the truck to be complete. <br />Councilmember Strub supported the purchase of the new fire truck, as it would allow the Public Safety <br />Department to continue offering a high level of service to the public. He appreciated the Council's <br />forethought and financial planning for this large expenditure. <br />Councilmember Burg discussed the fleetlnon-fleet budgeting process used by the City. She explained that <br />this f3udgcti11g process allowed the City to avoid paying much interest for large expenditures. <br />Councilmember Bauman asked how many times this particular fire truck was used on a yearly basis. Crime <br />Prevention/Crime Free Multi -Housing Officer Hamdorf did not have this information in front of him. <br />Councilmember Bauman believed that the proposed fire truck purchase was not necessary given the few <br />times this truck was used each year. For this reason, she would not be supporting the proposed fire truck <br />purchase. <br />Mayor Jacobsen commented he would be supporting the purchase due to the fact the residents of New <br />Council Business <br />1.
