June 23. 2015 <br />Brighton and the City owed him a debt of gratitude for expanding in the community. She discussed the <br />generous donations API's owner has made to local organizations. She explained that she lived on the lake <br />and did not believe that the additional noise from 20 landings would be a concern. She fully supported the <br />request from AN for a helipad. <br />Mayor Jacobsen asked if the APi helipad could be used in an emergency situation. Assistant Director of <br />Community Assets & DevelopmentlPlanning Director Gundlach commented this would be the case. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to Adopt Ordinance 835 <br />and the attached Resolution approving a Special Use Permit for APi Group, Inc. subject <br />to compliance with 13 conditions. <br />5 Ayes, 0 Nays -Motion Carried <br />3. Consideration of Ag,tevmmt with BS&A Software for a Financial Matxagcmem Software <br />System. <br />City Manager Lotter indicated Finance Director Davitt would be presenting this item to the Council. <br />Finance Director Davitt stated after much research, the City selected BS&A Software due to the outstanding <br />customer service reports received from other cities, ease of use, and the ability to keep current with new <br />technology. Below arejust a few features this software includes which were not available from other <br />vendors: <br />• hitegrated and fillable letters in the Utility Billing module. <br />• Provides own document imaging system which allows for easy attachments to Accounts Payable, <br />Budgeting, Accounts Receivable, and Utility Billing modules. Eliminates the need to purchase <br />additional imagining software. <br />• New Brighton is allowed to use our own credit card processing company for Utility <br />Billing and Accounts Receivable internet transactions. This allows us the ability to <br />negotiate our own fees versus being forced into using a software company's vendor <br />and prices. <br />• Conversion costs include 10 years of detailed history while others only included the <br />ending balances up to five years. <br />• BS&A provides for a financial dashboard to be included and accessible to the public <br />on the City's webpage for only $3,350 annually. This feature is available with other <br />software vendors by purchasing a product from a third party vendor at an annual cost <br />of over $7,000. <br />• Long-term budget forecasting up to 10 years is included. This feature will allow us to <br />save unlimited budget snapshots for "what -if' budget analysis. <br />• Ability to allow the public to compare city financial data on our website with other <br />cities in MN by linking our data with the State Auditor's website. <br />• An integrated Building Permit and Code Enforcement module to be purchased <br />separately which includes the ability to pay and communicate with contractors through <br />the internet. <br />Finance Director Davitt reported AEM Financial Solutions was able to negotiate the final <br />purchase price to $113,390 for software costs, $66,595 for conversion and implementation <br />services, training not to exceed $70,670, and $29,320 for annual maintenance fees. Overall the <br />negotiated price resulted in a savings of $28,715. <br />Councilmember Jacobsen understood that the current finance software was obsolete. He <br />appreciated the numerous options the new program would offer to New Brighton residents and <br />questioned the timeline of implementing the new software.
