Staff cannot adjust the precinct boundary line to include this facility as <br />the entire precinct lies in the St. Anthony -New Brighton School District boundary. State statute <br />prohibits precinct boundaries from crossing jurisdictional boundaries and the Church of Latter <br />Day Saints lies in the Mounds View School District. Permission to use the facility for elections <br />has been obtained from local, regional and federal levels as required by the church and their <br />attorneys are in the process of reviewing the draft polling place agreement. <br />Precinct 3 — St. John the Baptist Catholic Church located at 835 2nd Avenue NW <br />Although the boundaries of this precinct changed, the majority of this precinct voted at St. <br />John's in the past. <br />Precinct 4 — Salem Covenant Church located at 2655 5th Street NW <br />Although the boundaries of this precinct changed, the majority of this precinct voted at Salem <br />Covenant Church in the past. <br />Precinct 5 — Christ the King Lutheran Church located at 1900 7th Street NW <br />Although the boundaries of this precinct changed, the majority of this precinct voted at Christ <br />the King Church in the past. <br />Precinct 6 — New Brimhton Christian Church located at 1500 29th Avenue NW <br />This facility is central for most voters in the precinct. There is a Montessori School in <br />operation during voting hours; however, elections would be held in the youth room as there is a <br />designated separate entrance voters can use. Voters would exit through the main door and <br />would not interact with the school children. <br />Precinct 7 — Grace Point Church located at 2351 Rice Creek Road <br />This facility has been used as a polling place in the past and a fair portion of voters in this <br />precinct are used to going there to vote. <br />Precinct 8 - Sunny Square Neighborhood Center located at 2200 Sunnyside Terrace <br />Parking in the front lot should be sufficient for municipal and state elections. During busier <br />Presidential elections, election judges will be asked to park in the back parking lot near the ball <br />fields to allow the voters to utilize parking closet to the building. The City Clerk has worked <br />with NBCC staff to reserve space at the Sunny Square Neighborhood Center for elections in <br />the coming years. <br />City Clerk Haarstad requested the Council adopt a Resolution approving the updated precinct <br />map and establishing polling places; authorizing staff to enter into polling place agreements <br />with the various facility managers. <br />Councilmember Bauman expressed concern with the limited parking available at Sunny Square <br />Neighborhood Center. She questioned why Irondale was not considered as a polling location. <br />City Clerk Haarstad reported Irondale High School was not considered due to the safety <br />concerns for students. She indicated that due to the close proximity of Sunny Square, some of <br />the voters walk to the polling location. She commented she could contact the school if directed <br />by the City Council. <br />Councilmember Burg had the same concerns with the parking at Sunny Square. She suggested <br />the parking situation be analyzed this year and further evaluation be considered for the 2016 <br />election. <br />Councilmember Jacobsen echoed the same sentiments. City Clerk Haarstad discussed the <br />State Statutes with regard to polling locations noting polling locations could be no more than <br />one mile from the district. <br />
