Consideration of a Master Services Agreement with Barr Engineering and <br />Approval of Work Order 1 for the Treatability Testing of 1,4 Dioxane. <br />City Manager Lotter reported since being authorized in June 2015, Barr has been engaged in evaluating and <br />screening the broad range of potential technologies that may be applicable for treatment of 1,4 -dioxane. That <br />work has included literature reviews, collection and evaluation of information from teclmnology vendors, <br />evaluation of operating facilities, and bench scale testing. That screening process has identified two specific <br />technologies that warrant detailed treatability testing in a pilot scale setting at the City's Water Treatment Plant <br />number 1(WTP 1). Barr work to date has also involved the planning of treatability tests, including design of <br />the test protocols and definition of the equipment that would be required Barr's work to date is currently <br />being assembled in a report that will be titled "Technology Screening Report and Treatability Testing Work <br />Plan' (the Report). That report will be submitted in early September for City review and acceptance. <br />Greg Kiel, Barr Engineering, discussed the pilot testing that he would be conducting on the City's water <br />supply. He provided comment on the work that has been completed since June of 2015 and noted the <br />technologies available to treat 1,4 dioxane. He explained the requirements the City's water treatment plant <br />would have to have in place in order to properly screen for 1,4 dioxane. He reported the City would have to <br />set targets or goals for water treatment levels. He then identified a list of minimum criteria and discussed how <br />the City would have to manage the formation of by-products. He noted that he had investigated 18 <br />technology options available to treat 1,4 dioxane. He commented that in reviewing these technologies he also <br />examined if each could handle treating the size and scale ofthe City's water supply. He encotlraged the <br />Council consider the use of the ozone peroxide or UV peroxide technology, which was similar to the <br />treatment plant in Tucson, Arizona. He described how the ozone peroxide system works to eliminate 1,4 <br />dioxane from contaminated water. He discussed the proposed phases for the pilot testing, in addition to <br />addling the timeline. He commented that Well No. 3 would be the best location for the pilot testing.
