August 11, 2015 Page 3 of 4 <br />describes the services Barr will perform to implement the treatability testing described in the Report. The <br />purpose of the treatability testing is to provide the scientific and engineering data required to support Banr's <br />professional evaluation, analysis, and recommendation of the preferred technology for full-scale <br />implementation to treat 1,4 -dioxane at WTP 1. The testing will also provide information that is critical to the <br />design of the full-scale modifications to WTPl . Under Work Order Number 1 Barr will procure all <br />equipment and installation services needed to make the pilot treatment systems operational, and will provide <br />all laboratory testing services required. The pilot testing is expected to begin in October and continue through <br />early May, during which time WTPI will be off-line. That timing coincides with the off-peak water demand <br />season when the plant is not needed. The effort will culminate with a report to the city that summarizes the <br />results and provides a recommendation for the preferred technology (expected around June 2016). <br />Subsequent Work Orders under the same Master Services Ag1cclnent will address Barr's professional <br />services associated with fixture phases of the project Staffrequested the Council authorize the City Manager <br />to enter into a Master Services Agreement for the professional services that will be required to address the <br />long-term response to 1,4 Dioxane (DX) in addition to authorizing Work Order 1, Barr Engineering Work <br />Order No. 23621176-01, for the Treatability Testing of 1,4 -dioxane. He noted that the expense of the testing <br />would be covered by City Fund 206, which includes proceeds the City has received for water treatment <br />Mayor Jacobsen asked if the labor intensity during the pilot testing would be monitored. Mr. Kiel explained <br />this would be analyzed by staff during the pilot testing. <br />Councilmember Jacobsen questioned if the Army understood the City would be incurring costs for the pilot <br />testing. City Manager Lotter reported this was the case. <br />Councilmember Jacobsen inquired when a permanent water solution would be in place. Mr. Kiel anticipated <br />that a new system would be in place for the summer of 2018. <br />Councilmember Bauman asked if the new treatment would be integrated into the City's current water <br />treahnent system. Mr. Kiel indicated the iron and manganese treatment process would be used first for the <br />water supply and then the water would flow through the new peroxide treatment system. <br />Councilmember Bauman questioned if spare parts would be maintained onsite. Mr. Kiel commented that this <br />would have to be planned on in order to properly maintain the proposed system. <br />Councilmember Bauman inquired if Arizona went through the same pilot testing. Mr. Kiel stated this was the <br />case noting that the pilot testing allows for the City's engineers to find the proper peroxide and ozone <br />requirements. <br />Councilmember Bauman was pleased by all of the valuable information that City staff gathered from the <br />Arizona site visit <br />Councilmember Burg thanked all of the staff members and consultants, who have been involved in the <br />planning process, that have assisted the City with its plans to coned its water supply. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Bauman to Authorize the City <br />Manager to enter into a Master Services Ag;rcvment for the professional services that will be required <br />to address the long-term response to 1,4 Dioxane (DX); while also Authorizing Work Order 1, Barr <br />Engineering Work Order No. 23621176-01, for the Treatability Testing of 1,4-Dimane. <br />5 Ayes, 0 Nays -Motion Carried <br />Commission Liaison Iletnorts, Aimoun cements and Updates <br />Dean Latter <br />City Manager Lotter commented he may be appointed to the Metro Arear Water Supply <br />Advisory Committee by the Governor.
