ACTIONABLE ITEMS <br />In an effort to move forward on marketing and development efforts for Blocks B and D, <br />and to position the City well to act quickly on development prospects, staff offers the <br />following topics for further discussion and feedback: <br />Block B <br />Consider development of a Response Action Plan (RAP) to forward to the MPCA for <br />consideration and approval based upon the most recent conceptual Master Plan developed <br />by Ryan Companies. This could advance a decision by the MPCA on their acceptance of <br />development on top of the dump subject to implementation of several vapor mitigation <br />efforts. The financial impact of preparing a RAP is somewhat uncertain and will depend <br />on the level of effort required to sort through MPCA's reactions and concerns. It is <br />estimated that these initial efforts could be $25,000 - $35,000, but if successful could <br />save time and effort if/when a development partner materializes. The pros and cons of <br />doing this can be discussed in more depth at the meeting. <br />Block D <br />Consider accepting a tech/flex building, as opposed to a predominately office building, to <br />expedite development. Being a trucking terminal exists to the north; a tech/flex building <br />could provide a good transition from the existing industrial uses to the newer office <br />developments within New Brighton Exchange.
