October 7, 2015 EDC Meeting <br />DEVELOPMENT UPDATES <br /> <br /> <br />New Brighton Exchange <br /> <br />Block B: Staff is working with Ryan Companies and Barr Engineering on the pros <br />and cons of developing a conceptual RAP for Block B, based on direction the EDC gave <br />at the September 2nd meeting. Staff will bring this item back for further discussion at the <br />November 4th meeting. <br /> <br />Block D: Ryan Companies continues to discuss development of an 85,000 SF <br />industrial flex use on Block D for a company named Stream Works. Ryan Companies <br />has met with Stream Works several times who has indicated strong interest in Block D. <br />Because Block D is the least studied block environmentally, although believed to be <br />clean, Ryan Companies requested confirmation of soil condition so they can provide <br />construction pricing to Stream Works. The City Council will be asked at their October <br />13th meeting to authorize commencement of a phase II environmental assessment and <br />geotechnical borings. The scope of work has been done such that even if the Stream <br />Works proposal isn’t successful, the information will be applicable to future development <br />interests. <br /> <br /> <br />Northeast Bank <br /> <br />Northeast Bank has started utility disconnects and will move into full demolition of the <br />former Sinclair gas station in the next two weeks. The delay was the result of a decision <br />by Ramsey County Public Works to close the most southern access point from Silver <br />Lake Road (one of two), which the bank had hoped to keep open. Northeast Bank and <br />the property owner, Kraus Anderson, accepted the access closure recommendation of <br />Ramsey County and have revised their Site Plan to incorporate an additional access point <br />at the southeast corner of the site. The bank will still have a right-in, right-out access <br />point at the northwest corner of their site to Silver Lake Road. Craig Schlichting, <br />Director of Community Assets and Development assisted Northeast Bank on their Site <br />Plan changes and getting the revised plan accepted by the Rice Creek Watershed District. <br />It is expected full construction will commence by the end of the month. <br />
