Rapids <br />,Councilmember Jacobsen discussed the changes the EDC has been going through with staff over the past six <br />months. <br />Councilmember Strub asked if the Council worksession meetings could be videotaped and televised. Lotter <br />commented that this decision would be the Council's and noted a repurposed camera may be available to <br />complete this. <br />Councilmember Burg discussed a past situation that occurred at a worksession meeting, which led to the <br />meetings not being televised. <br />Councilmember Jacobsen supported the meetings being televised. <br />Lotter questioned how the Council wanted to proceed with this matter. The Council was in favor of staff <br />investigating the possibility of televising worksession meetings. <br />Mr. Rapp asked how the Council felt about the meeting schedule and number of Council meetings. <br />Mayor Jacobsen was concerned about the number of special worksession meetings that the Council has had to <br />hold this year. Lotter provided comment on the topics that the Council has been addressing in 2015. <br />Councilmember Bauman believed that the meeting lengths were growing long and the Council was off topic a <br />lot. <br />Councilmember Burg was pleased that the time restraint was removed from worksession meetings as this <br />provides the Council with an opportunity to discuss items at length if needed. <br />Further discussion ensued regarding meeting length and agenda topics. <br />Lotter discussed the heavier topics that the City had addressed over the past 12 months. He believed that the <br />Council has managed and addressed items well. <br />Councilmember Bauman recommended that any agenda items that require consultants be discussed at the 1St <br />worksession meeting of the month. <br />Councilmember Burg provided comment on how rushed the Council was with the recent interviews of <br />commission members. <br />Councilmember Strub requested that even year elections be discussed at an upcoming worksession meeting. <br />Councilmember Bauman recommended that an overall election presentation be made to the Council. She was <br />interested in the City overseeing elections and not the County. She also wanted to hold a discussion regarding <br />budgeting parameters. <br />Mayor Jacobsen wanted to see the Council discuss zero based budgeting as well. He wanted the Council to <br />further examine the needs and wants of the City to ensure the City was staying within its means. It was his <br />hope that the Council would be fiscally responsible with the taxpayers' money. <br />
