Rice Creek Watershed District Presentation — Hansen Park Comprehensive Water <br />Management Project <br />City Manager Lotter explained Parks and Recreation Director Brueur would be presenting this item to the <br />Council. <br />Parks and Recreation Director Brueur stated Rice Creek Watershed District staff presented the <br />Hanson Park Comprehensive Water Management Project to PREC in November, along with <br />holding a public informational meeting. This same information will be presented to the City <br />Council tonight. It was noted the youth ball fields on the west side of Hansen Park will be <br />impacted by the proposed project. She indicated two options were being offered for <br />consideration by the watershed district: <br />Option A: Reconstruct the youth ball fields at their current location. <br />Option B: Store additional dredge material onsite and accept cash payment for project savings <br />for reduced offsite hauling of material, and not rebuilding the fields in their current location. <br />Parks and Recreation Director Brueur explained the Rice Creek Watershed District Board, New <br />Brighton PREC, and RCWD/City staffs are recommending Option B. Final arrangements <br />would be built into a cooperative agreement(s) between the RCWD Board and City Council <br />with formal action by the governing bodies sometime in January. <br />Phil Belfory, Rice Creek Watershed District, thanked the Council and staff for their time. He <br />presented a summary of the project noting the watershed district was working to improve the <br />water quality of Long Lake and Pike Lake. These waterways had become a focal point of the <br />watershed district after the July 2011 "Super Storm". He discussed the flood investigation <br />report that was completed by the City of New Brighton in 2012. He provided comment on the <br />partnerships RCWD has forged in order to address the flooding concerns within the district. <br />He appreciated the City's partnership and noted RCWD was awarded $3,000,000 for a <br />Targeted Watershed Demonstration grant with $1,540,000 being allocated to Hansen Park. <br />Kyle Axel, Rice Creek Watershed District, reviewed the specific plans for Hansen Park in <br />detail with the Council.
