He discussed the project benefits further with the Council along with the tentative <br />construction schedule. He described Option A and Option B and encouraged the City to <br />consider the abandonment of the two youth baseball fields in Hansen Park. He explained that <br />the RCWD would provide substantial funding ($345,000) to put towards a new lighted adult <br />field in the NBE, in addition to assisting with the rebuilding of the two youth fields. He <br />discussed how youth baseball would be impacted for two years while the fields are disturbed <br />and relocated. The expenses for Option A and Option B were reviewed. He requested <br />comments and questions from the Council regarding the watershed districts plans. <br />Councilmember Jacobsen asked how dewatering would occur. Mr. Axel explained final plans were not <br />complete. He anticipated dewatering plans would be submitted by contractors when they submit an RFP. <br />Councilmember Jacobsen questioned if there was another location to store material other than the youth <br />ballfields. Mr. Axel commented the youth ballfields were the largest open space available within the park <br />Another option would be to store the material in numerous piles through the park. However, this was not the <br />favored option. <br />Councilmember Jacobsen inquired if the outlot pond at the end of 6t" Street would be going away. Mr. Axel <br />commented this pond would be excavated down and would remain in place with open water. <br />Councilmember Jacobsen thanked the watershed district for working with the City to address the flooding <br />concerns at Hansen Park. <br />Councilmember Strub questioned how the City would adjust to the shift in ballfields through the proposed <br />project Parks and Recreation Director Brueur explained the key to this project would be to build a new field <br />within NBE. The timeline for field construction was reviewed f ether. It was noted the school district has <br />been contacted for youth field utilization in 2017 and 2018. <br />Councilmember Strub requested fiuther information on the iron -enhanced sand filter educational <br />opportunities. Mr. Axel commented the watershed district had personnel on staff that would be able to assist <br />with educating the public on the feature and could provide public and school tours of the amenity. <br />Councilmember Burg expressed concern with the long term sand filter. She asked how the project costs <br />would be impacted if there was a short or warm winter in 2016. Mr. Axel explained the iron -enhanced sand <br />filter will be maintained by the watershed district indefinitely. He noted the City would be responsible for the <br />dam due to the fact the City has a 24-hour public works staff. He provided firrther comment on how project <br />contingencies would be managed by the watershed district. He was confident that the project could be <br />completed in one year. <br />Councilmember Bauman appreciated the watershed districts commitment to addressing the local water <br />quality. She provided further comment on the long-term benefits of the proposed project She fully supported <br />the project. <br />Mayor Jacobsen thanked the watershed district for their assistance with addressing the flooding concerns at <br />Hansen Park. He appreciated the forward thinking of RCWD and their staff. <br />Mr. Axel questioned if the Council supported the RCWS proceeding with Option A or Option B. <br />Councilmember Strub recommended the Council support Option B.
