PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — September 15, 2015 7:00 p.m. <br />Present: Chairperson Bruce Howard, Commissioners Steve Danger, Marvin Deick, Susan Erickson, Erin <br />Nichols-Matkaiti, and Verne McPherson <br />Absent: Verne McPherson and Saeed Bihi <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Paul Jacobsen-Councilmember <br />Agenda Review: There were no changes to the agenda. <br />Minutes from August 18, 2015: <br />Motion by Commissioner Danger, seconded by Commissioner Erickson, to approve the August 18, 2015 <br />meeting minutes as presented. <br />Approved 5-0. <br />Council Action: Councilmember Jacobsen reported Jeanne Balfanz and May Vang would be leaving the City <br />for retirement and an out-of-state move after a great number of years of service to the City of New Brighton. <br />_e wished them both well. He noted the Council has been discussing the proposed tax levy for 2016, which <br />would be approved on September 22nd. He indicated the Council recently received an update from MnDOT <br />regarding a future MnPASS lane along I -35W. <br />Public Hearing: <br />(A) Pulte Homes of Minnesota LLC requests Final Plat approval for ENCLAVE AT NEW <br />BRIGHTON EXCHANGE 2ND ADDITION, replatting 36 lots for development of 36 <br />townhomes to be known as ENCLAVE AT NEW BRIGHTON EXCHANGE TOWNHOMES <br />located on the west side of Old Highway 8 NW, at the northwest corner of Old Highway 8 NW <br />and Central Park Boulevard, within the New Brighton Exchange Redevelopment area. <br />Planning Director Janice Gundlach reported Pulte Homes of Minnesota is requesting a re -plat of the Final Plat <br />known as Enclave at New Brighton Exchange 2nd Addition, renaming the plat to Enclave at New Brighton <br />Exchange Townhomes. The purpose of the re -plat is to amend the placement of Lots 7-11 and Lots 16-20, <br />Block 1, shifting the offset of these units by two feet. Although minor in substance, this change requires a re - <br />plat to ensure the constructed townhome units fit within the platted lot. Pulte's Enclave at New Brighton <br />Exchange 2nd Additional plat was approved by the City Council on January 27, 2015 and subsequently <br />recorded at Ramsey County. It wasn't until Pulte Homes started to prepare their construction drawings, and <br />apply for building permits, was it realized the offset of Lots 7-11 and Lots 16-20 didn't match their construction <br />plans. As such, a re -plat is necessary to ensure the constructed unit lies wholly within a platted lot and doesn't <br />overlap onto the common area. Pulte has started constructing the townhomes units, however not the two <br />buildings in question. The remaining lots and overall plat layout within the re -plat will be identical to the platted <br />JIts of the original Final Plat. Staff recommends approval of the Final Plat of ENCLAVE AT NEW <br />dBRIGHTON EXCHANGE TOWNHOMES, subject to the following conditions: <br />
