FINAL PLAT ANALYSIS <br />On September 24, 2013 the City Council approved the Preliminary Plat for The Enclave at New <br />Brighton Exchange by adopting Resolution 13-076. The preliminary plat approval consisted of <br />89 single family lots, 32 townhomes, several outlots, and dedication of public right-of-way. On <br />January 27, 2015 the City Council approved the Final Plat of Enclave at New Brighton Exchange <br />2"d Addition by adopting Resolution 15-011. The Final Plat consisted of 36 townhomes units. <br />The re -plat, to be known at Enclave at New Brighton Exchange Townhomes, is necessary to shift <br />Lots 7-11 and Lots 16-20 by two feet (alternating east -west). The overall area of the plat, and all <br />other lots will remain unchanged. This plat consists of a total of 36 lots for townhome <br />development and two common lots. No right-of-way is proposed to be dedicated as the <br />townhomes will be served by a private drive. Two buildings are currently under construction. <br />The re -plat of is as follows: <br />ENCLAVE AT NEW BRIGHTON EXCHANGE TOWNHOMES <br />Lots 1 — 26, Block 1 = 26 townhome units <br />Lot 27, Block 1 = common area <br />Lots 1 — 10, Block 2 = 10 townhome units <br />Lot 11, Block 2 = common area <br />Total Land Area = 2.66 acres <br />Section 26-41 of the City Code outlines the data necessary for approving a final plat. City staff <br />and Pulte's consultant Stantec have been working diligently to ensure all data is accurately <br />depicted on the final plat. Chapter 26 of the City Code requires payment of park dedication fees <br />for any new lot created for development. Park dedication fees are being paid at the time of <br />building permit for each unit. <br />Lastly, the County Surveyor must approve the final plat. If amendments are necessary as a result <br />of that review, changes will be brought back to the Planning Commission and City Council for <br />approval prior to the actual filing of the plat. The applicant has been in contact with the County <br />Surveyor regarding the need for the re -plat and it is understood the re -plat, as attached, is <br />acceptable and will be recorded as soon as possible. <br />Staff recommends approval of the final plat of ENCLAVE AT NEW BRIGHTON EXCHANGE <br />TOWNHOMES. <br />STAFF RECOMMENDATION <br />Staff recommends approval of the Final Plat of ENCLAVE AT NEW BRIGHTON EXCHANGE <br />TOWNHOMES, subject to the following conditions: <br />1. Compliance with the conditions of Resolution 13-076 and 15-011, unless otherwise revised <br />herein. <br />2. The Construction Compliance date shall remain as December 31, 2019. <br />3. Review and acceptance of the re -plat by the Ramsey County Surveyor. <br />4. Applicant shall pay park dedication fees for the townhomes at the time of building permit <br />based on current year park dedication rates. 2015 rates are $1,720 per unit. <br />Janice Gundlach, Asst.
