Duluth <br />A license is required from the city in order to keep chickens or fowl. They limit the number of <br />chickens that can be kept to 5, the keeping of roosters is not allowed, no slaughtering of animals <br />within city limits, and no keeping of chickens within a single family home. <br />Coop requirements are also included in regards to how the coop should be kept and maintained <br />for the safety and welfare of the chickens. There are also setback requirements for the coop and <br />chicken run, 25 feet from any adjacent residential dwellings. <br />Brainerd <br />Brainerd requires a permit in order to keep chickens. They limit the number of chickens to 4 and <br />no roosters are allowed to be kept. <br />Chicken coops and runs must be 25 feet from residential structures or any other premises on <br />adjacent lots. Coops and runs must be located in the rear yard. Coops must have a minimum of <br />4 square feet per chicken with a maximum of 10 square feet per chicken. Chicken runs can be no <br />bigger than 20 square feet per chicken and the fence around the run may be no higher than 6 feet. <br />Coops may not be kept in a resident's home or garage. Chickens must be secured in the coop <br />from sunset to sunrise. <br />Chicken feed must be kept in a metal, predator proof container. <br />Rosemount <br />Fowl are allowed to be kept. A specific Section is included on the maintenance of fowl & birds. <br />Total number of fowl or birds is limited to 3. Fowl must be kept in the coop at all times, except <br />for short exercise periods. Lofts/coops must be kept clean and sanitary, no odor or waste, <br />cleaned a minimum of once per week. Loft/coop must be elevated a minimum of 1 foot from the <br />ground and a maximum of 2 feet, with a height limit of 6 feet. Coop/lofts must be screened by <br />fencing or evergreen plantings minimum of 4 feet in height, unless it meets the zoning <br />requirements for an accessory structure. Setback requirements for coop/lofts are 50 feet from an <br />adjoining principle structure and 10 feet from the property line. <br />The ordinance contains a section on housing facilities requirements for the basic safety & <br />welfare of the chickens/fowl. <br />Feed must be stored in a rodent proof container. <br />Analysis <br />As noted, there are many different approaches to regulation of these activities.
