January 27, 2015 <br />Mayor Jacobsen thanked the Litsagia team members for working with the City so diligently for <br />so many years. He believed this was a strong and effective team and their efforts achieved a <br />great success for New Brighton. <br />Councilmember Bauman thanked Team Litsagia for their efforts and was pleased by the <br />positive outcome. She appreciated the teams' ability to keep the information brought to the <br />Council in layman's terms. She personally thanked former Public Works Director Grant <br />Wyffels for his efforts. <br />Councilmember Jacobsen thanked Team Litsagia for their dedication to the City and its residents. He spoke <br />to the importance of safe drinking water and noted the settlement would ensure that the City could continue to <br />provide safe drinking water into to the fidure. <br />Councilmember Strub had immense gratitude for the members on the Litsagia Team. He was proud that the <br />City would able to continue to protect its residents by providing safe drinking water for many years to come. <br />Councilmember Burg was proud to live in the City of New Brighton. She thanked the entire Litsagia Team <br />for their efforts on behalf of the community. <br />5 Ayes, 0 Nays -Motion Carried <br />2. Consideration of a Final Planned Unit Development and Final Plat for Pulte Homes, to be <br />known as Enclave at New Brighton Exchange 2"0 and 3'd Addition, located on the west side <br />of Old Highway 8 NW within the New Brighton Exchange Redevelopment Area. <br />City Manager Lotter indicated Planning Directory Gundlach would be presenting this item to the Council. <br />Planning Director Gundlach explained that Pulte Homes is requesting Final Planned Unit <br />Development (PUD) and Final Plat approval for the following remaining efforts at The <br />Enclave at New Brighton Exchange: <br />Enclave at New Brighton Exchange 2nd Addition: Pulte is seeking final PUD and final <br />plat approval for construction of 36 townhome units. The plat consists of 36 lots on two <br />blocks, formerly platted as Outlots C and D. 30 units will front on Old Highway 8 NW <br />and six units will front on Central Park Boulevard. Garages are located in the rear of the <br />unit, accessible off a private driveway. Preliminary PUD and plat approval were <br />granted in September of 2013. The overall concept is generally consistent with the <br />preliminary PUD approval, except four additional units have been incorporated, the <br />actual townhome product is different, and one building is now proposed to front on <br />Central Park Boulevard. <br />Enclave at New Brighton Exchange 3rd Addition: Pulte is seeking final PUD and final <br />plat approval for the remaining 28 single family homes. The plat consists of 28 lots on <br />two blocks, and dedication of public right-of-way to be known as 14th Street NW, <br />Searles Street, and Hipp Circle, all formerly platted as Outlot G. The plan (lot layout, <br />lot area, setbacks, and home type) is consistent with what was approved during the <br />preliminary PUD approval. <br />Planning Director Gundlach stated in summary, the proposal meets all the preliminary PUD and <br />preliminary Plat conditions outlined in Resolution 13-076 and therefore eligible for approval. <br />The applicant proposed one minor change related to the architectural design of the townhome <br />units; however, staff and the Planning Commission determined these changes are an <br />improvement to the originally approved plan and are more consistent with the design standards <br />established in 2005 for the New Brighton Exchange Redevelopment Area. Staff is <br />recommending approval of the plans as submitted. It was noted that prior to city release of the <br />Final Plat, the applicant will have to comply with the ten stated conditions in the attached <br />Resolution. This includes entering into PUD and Subdivision Agreements, paying park <br />Page 5 of 7 <br />2.
