February 24, 2015 <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to approve the <br />worksession minutes from the February 10, 2015 meeting. <br />5 Ayes, 0 Nays - Motion Carried <br />Commission Minutes <br />Mayor Jacobsen received the following minutes on behalf of the City: <br />PREC minutes from January 7, 2015. <br />Special Order of Business <br />1. Northeast Youth and Family Services, President & CEO Jerry Hromatka <br />City Manager Lotter stated Jerry Hromatka to discuss the events taking place at Northeast Youth and Family <br />Services. <br />Jerry Hromatka, Northeast Youth and Family Services, thanked the Council for their time. He explained his <br />organization has been around for 37 years. He was proud to say that New Brighton has supported NYFS <br />since its inception. He discussed how his non-profit has been adjusting to meet the core needs of the <br />community. He noted the three core focuses of NYFS was mental health, youth development and day <br />treatment programs. Further information was provided on the services provided through each of these <br />programs and how they were positively impacting the youth in the community. He provided comment on <br />how the economy was improving but noted there were still service needs. He thanked New Brighton for their <br />continued support and asked for comments or questions. <br />Councilmember Burg requested further information on the NYFS award recipients. Mr. Hromatka explained <br />eight members of the community were awarded with the Service to Youth Award He was inspired by the <br />work done by these individuals. He then discussed an upcoming golf event that would assist in raising funds <br />for NYFS. <br />Councilmember Snub thanked Mr. Hromatka for his thorough report and for his dedicated service to the <br />community. He asked how volunteers could get in contact with NYFS. Mr. Hromatka encouraged residents <br />to visit NYFS's website for further information on his organization or to attend the upcoming leadership <br />luncheon. He stated that he was always looking for adults to mentor youth <br />2. Presentation of Life Saving Awards <br />City Manager Lotter stated Public Safety Director Jacobson would be presenting several staff members with a <br />Life Saving Award. <br />Public Safety Director Jacobson explained that on Saturday, January 10th, 2015 at about 11:40 a.m., <br />Mr. Matthew Lund and several of his friends were playing their regularly scheduled game of <br />broomball at Hazelnut Park at 3301 New Brighton Road in Arden Hills. Mr. Lund had <br />reportedly been playing one of his best games of broomball and was now taking his turn <br />playing in goal. As the broomball game continued, one fellow player, Dan Magnuson, noted <br />that Mr. Lund was lying on the ice and did not appear to be moving. As Mr. Lund lay <br />motionless, he was checked on and found he did not have a pulse and was not breathing. Mr. <br />Magnuson told teammates and friends to stop playing and for someone to call 911. Another <br />player, Peter Javorski, went into action dialing 911 to initiate the chain of survival via <br />emergency responders. Allina Medical and Ramsey County Sheriff's Office personnel were <br />advised to respond to a "man down on the ice, no pulse." Meanwhile, friend Aaron Briggs, a <br />personal trainer who had just recently become certified in CPR, and Grant Dawson, took quick, <br />decisive action. They began CPR with Mr. Briggs performing chest compressions while Mr. <br />Dawson began rescue breathing. Another friend, Mike Johnson, remained calm and determined <br />a likely need for an AED. Mr. Johnson ran to nearby Trinity Lutheran Church which was open <br />and had an easily accessible AED.
