February 24, 2015
side at Hazelnut Park. New Brighton Police Officer DeDominces was monitoring the radio
channel and knew he was close to this emergency call in the City of Arden Hills. Officer
DeDominces volunteered to respond and arrived about 3 1/2 minutes later and shortly after Mr.
Johnson had arrived with the AED. Officer DeDominces, who was the first emergency
responder on scene, utilized the Trinity Lutheran AED on Mr. Lund who was still not
breathing nor had a pulse. Officer DeDominces used his experience and training for these
situations and directed two "shocks" with the AED to Mr. Lund. Allina Paramedics, including
Barb Schley and Kimberly Hedger, and other emergency personnel arrived as lifesaving efforts
continued. Mr. Lund later regained a pulse and began breathing. Allina Medical transported
Mr. Lund to Abbott Northwestern Hospital with Officer DeDominces and Ramsey County
Sheriff's Deputy Luke Mickelson traveling with the ambulance to continue assisting with
breathing for Mr. Lund to continue the critical chain of survival. Mr. Lund was treated at
Abbott Northwestern and ultimately survived his cardiac arrest. Mr. Lund shared with us that
his cardiologist indicated the damage to his heart is minimal. Mr. Lund's cardiologist attributes
this lack of damage to prompt and properly performed CPR, rapid response of emergency
personnel, rapid intervention of EMS, and the use of an AED. This chain of survival was
successful in part due to recent CPR training by friends, a community AED that was located
nearby, and a rapid, professional response by emergency personnel including Officer
DeDominces who responded to a call which he was not obligated, nor expected, to handle. The
chain of survival and care for Mr. Lund was performed so well that he returned to work on
Monday, February 2; only 23 days after suffering a full cardiac arrest. For these actions, the
New Brighton Department of Public Safety recognized Officer Brian DeDominces, Ramsey
County Deputy Luke Mickelson, Paramedic Barb Schley, Paramedic Kimberly Hedger, along
with community members Mr. Aaron Briggs, Mr. Grant Dawson, and Mr. Mike Johnson with
the New Brighton Department of Public Safety Life Saving Award. A round of applause was
offered by all in attendance.
Dave Madison, Allina Medical, noted there were 1,000+ cardiac arrest situations every day in
America. He stressed the importance of a quick response in a cardiac arrest situation. He
reported that the assistance from Mr. Lund's friends and the chain of care provided by Police
and EMS saved his life and provided for the successful outcome.
Matthew Lund offered a heartfelt thanks to God and all involved in saving his life. He
appreciated his friends' quick thinking and the professionals who stepped in to provide him
further medical support. He also appreciated Trinity Lutheran for having an AED on site.
Councilmember Bauman was pleased that the communities' efforts to create a Heart Safe
Community were paying off.
Councilmember Jacobsen commended Mr. Lund's friends and the Public Safety staff for their
partnership and professionalism.
Mayor Jacobsen agreed stating he believed New Brighton was one of the safety communities
in the country. He thanked all involved for putting their training to use and for bringing Mr.
Lund back to life.
Consent Agenda
Consent Agenda
1. Consolidated Vouches
1.
