City of New Brighton Leadership Strategy Session | January 2015 <br /> 4 <br /> <br />Strategic Priorities Update <br /> <br />The 2013-15 Strategic Plan is in its final year of implementation. The leadership team reviewed <br />each of the six Strategic Priorities, and specifically the KPI’s, for on-going relevance. Many <br />KPI’s were sustained, but a significant number were modified after serious discussion and <br />debate. <br /> <br />The changes to the KPI’s are a reflection of changing circumstances as well as the group’s <br />increased level of comfort with the strategy-work plan-performance reporting process. <br /> <br />The group’s decisions by Priority, along with discussion notes follow: <br /> <br />Financial Sustainability <br />Discussion: <br /> The Finance Director wants to plan for doing street projects with cash and not <br />issuing debt. <br /> Comment was made that work should be put into the plan so that it’s tracked and <br />acknowledged. <br /> <br />Group decision: <br />The group decided that the three current KPI’s should continue for 2015 <br /> Reserves <br /> Non-Tax Revenue <br /> Bond Rating <br /> <br /> <br />Economic Development <br />Discussion: <br /> <br /> Wide-ranging discussion regarding blight and whether it is an issue that needs to be <br />addressed, or whether blight is the right term. Many comments on the fact that New <br />Brighton doesn’t have much if any single family neighborhood blight, but there <br />would be some multi-residential and commercial blight-depending upon the <br />definition <br /> Comment was made that addressing blight should be carefully approached <br />particularly regarding property rights. Changing codes or comp plan to achieve <br />results rather than putting money toward blight- take an enforcement approach <br /> Comment was made that the Comprehensive Plan discusses offering diverse housing <br /> Discussion regarding tax base KPI led to a discussion of what the data says about <br />housing and commercial values. A housing and commercial tax base trending analysis <br />was offered as a way to gain insight into the long-term goal of focusing economic <br />development <br /> A discussion took place regarding the role of the EDC, and that they are looking for <br />Council direction <br /> The group favored economic development initiatives that focused on completing <br />existing projects – CSI, Pulte, API, a plan for Parcel B and Market Parcel D
