City of New Brighton Leadership Strategy Session | January 2015 <br /> 5 <br /> <br />Group decision: <br />The group decided that the two current KPI’s should continue for 2015, but with further <br />research to refine target: <br /> Tax Base- staff to review and suggest targets- EDC to review and comment <br /> Blight – housing and commercial trending analysis to be completed by fall 2015 <br /> <br /> <br />Operational Excellence <br />Discussion: <br /> Quarterly Performance Report page 22 – discussion centered on using State Local <br />Performance report data that is already being collected; decision was to move <br />forward on that idea, but send report to Council. <br /> The group was satisfied that the KPI’s with the exception of the performance <br />indicators- which should be removed due to the existence of the State-Local <br />Performance Report <br /> <br /> <br />Group decision: <br />The group decided that the two of the three current KPI’s should continue for 2015 <br /> Operating Costs <br /> Service Quality <br /> Performance Remove due to use of State-Local Performance Report <br /> <br /> <br />Workforce Engagement and Development <br />Discussion: <br /> The group discussed the performance related to both staff and management <br />competencies. There was agreement that the KPI’s had worked to focus attention <br />and performance <br /> The Need to do the employee survey in a safe way. Discussion regarding past surveys <br />and the personal experience of many group members, including outlier comments, <br />which were seen as inevitable <br /> Staff indicated that Dr. Jim Lynn would be the third party retained to do the survey <br /> <br />Group decision: <br />The group decided that the three current KPI’s should continue for 2015 <br /> Employee Capabilities <br /> Management Capabilities <br /> Employee Satisfaction <br /> <br /> <br />Effective Governance <br />Discussion: <br /> The group had a lengthy discussion regarding effective governance, noting that this <br />issue had been discussed a number of times previously, and that the Council knew <br />that this was primarily their issue to clarify
