City of New Brighton Leadership Strategy Session | January 2015
6
There was some interest in understanding the Wednesday morning water cooler
talk- but ultimately it was determined that this wasn’t something to be gathered-
similarly it was decided that a rating process by Commissioners and staff was not
necessary or advisable
Everyone agreed that meeting civility had improved and that the KPI no longer
needed to be on the list
After a long discussion regarding the Council-staff communication issue- it was
determined that this is an important issue and that a rating scale should be
developed and that quarterly meetings should continue as a way of checking-in and
maintaining the relationships

Group decision:
The group decided that the three of the four current KPI’s should continue for 2015:
Council Meeting Civility
Priorities Addressed
Meeting effectiveness
Council-staff Communication

Community Engagement
Discussion:
The Council acknowledged that this priority fell largely within their purview and that
they wished to be clearer on the outcomes
Regarding the KPI’s – the Parks and Recreation Director indicated that Fix 311 is the
only regular input option measured by the City
Comment was made that the 311 metrics should stay, but perhaps be expanded
Wide-ranging discussion regarding the Town Hall and community meetings.
It was suggested that the Council could meet offsite three or four times a year at
places like Applewood Pointe and Windsor Green, and make use of mobile
equipment to record and televise.
Suggestions were made to change the name and format of Town Hall-rename Open
House
Many ideas about doing things differently: groups leading the pledge of allegiance;
promote seasonal jobs at Irondale; multi-lingual on web site; tours for city residents;
joint meeting with school district; Increase participation by younger families
Concern was expressed about Stockyard Days and the lack of specificity for 2015
Discussion regarding advisory commission recruitment and whether the target was
realistic. It was decided that the target should stay, but the achievement of the
target was not as important as the effort to recruit and the availability of at least one
candidate for an opening

Group decision:
The group decided that the three current KPI’s should continue for 2015, with some
adjustments:
Stakeholder input- update with possible adjusted metrics
Citizen Participation
Advisory Commission Participation
