City of New Brighton Leadership Strategy Session | January 2015 <br /> 7 <br />Major Policy Issues <br /> <br />The group discussed major policy issues on the horizon, to get clarification regarding the <br />policy focus, importance and to identify deadlines for consideration. The following policy <br />issues were identified as for upcoming worksession consideration: <br /> <br />1. Urban Farming. Everyone agreed that this issue is well understood and needs a to be <br />decided- February 3 agenda <br /> <br />2. Housing programs. This has been put forth previously, and staff asked for guidance <br />on future considerations. It was decided that it would be reviewed after the Trend <br />Analysis was finished in Q3. Emergency funding was identified as a potential area of <br />need. It was agreed that this would be considered in Q3 along with other housing <br />issues <br /> <br />3. Joint meetings with Commissions. The group agreed that joint meetings should be <br />held with the advisory commissions. A long discussion regarding the EDC was held, <br />and it was determined that they would be the first joint meeting- either February or <br />March, but the Council will meet before the joint meeting to discuss. <br /> <br />4. Parks Strategic Plan. A long discussion was held regarding the scheduling of a <br />discussion on the Parks Strategic Plan, including information regarding an issue <br />related to Jones Lake. The Council indicated that all information regarding Jones Lake <br />should be forwarded to the Council prior to the scheduled review. The PREC chair will <br />attend to make the presentation/answer questions. January 27 was identified as the <br />date for consideration. <br /> <br />5. Other issues to be scheduled- no specific dates determined: <br />a. One-time expenditures- how to handle, rules <br />b. Organizational structure- License Bureau <br />c. Even-year elections- 2016 <br />d. Stockyard Days-joint meeting <br />e. Town Hall- reformatting/name <br /> <br />The meeting adjourned at 3:30PM <br /> <br />
