IUOf <br />NNWEW <br />BRKXrfON <br />the city that works for you <br />Council Worksession <br />December 8, 2015 <br />5:00 pm <br />Present: Mayor Dave Jacobsen <br />Councilmember Gina Bauman <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br />Staff in Attendance: Dean Lotter <br />Guests in Attendance: Craig Rapp <br />City Manager Performance Evaluation <br />Rapp reviewed the City Manager's performance evaluation with the Council. He discussed the evaluation <br />process, along with defining the six competency areas. He thanked the Council for their time and for <br />participating in the process. He suggested City Manager Lotter begin by making a few comments about the <br />year and all that was accomplished. He then requested Mayor Jacobsen speak. <br />Lotter discussed the events that occurred over the fiscal year. He noted there were a lot of things in motion <br />from 2014 that carried into 2015. He was pleased that the City was able to reach a settlement with the Army in <br />January. He provided comment on the amount of time that he spent addressing this issue, along with the <br />reorganizational efforts within City Hall. He was pleased by the staffing changes that had been made, along <br />with the new finance department operational software. He was pleased by all that was accomplished in the <br />past year and appreciated the feedback he received from the City Council moving forward. <br />Mayor Jacobsen supported the fact that the City Manager's performance evaluation process has continued to <br />evolve over time. He found this to be an effective method but wanted to see the evaluation process more team <br />focused. He believed the City had a great year and encouraged the City staff and Council to continue to find <br />ways to work together as a team going forward. <br />Rapp noted that Lotter was performing overall above expectations. He understood there was some disconnect <br />within the group and he would get to this. He continued to discuss the evaluation results and stated he would <br />like to now take comments from each of the Councilmembers. After this discussion, he wanted to address how <br />to change the process going forward. <br />Councilmember Strub believed the City was in a strong position at this time. He appreciated the work <br />completed by City Manager Lotter and thought staff was completing the City's core objectives. <br />Councilmember Jacobsen understood the City was doing well, however he heard warning sirens and wanted to <br />more closely discuss the City's future goals and how these would be achieved. <br />Councilmember Burg commented the City's reserves have gone down to 40% and this was a concern to her. <br />She understood this was a choice of the Council but would impact the City long term. <br />
