Rapp asked if overall the Council would agree that Lotter properly managed the City's financial sustainability <br />in 2015. The Council was in agreement. <br />Rapp turned the discussion to effective governance and understood this was a priority to the City Council. He <br />asked if Lotter supported the Council in effective governance in the past year. <br />Councilmember Jacobsen believed that the Council meetings have run more smoothly in the past year given <br />the discussions held at work session meetings. He understood some areas still needed tweaking, such as the <br />Consent Agenda. <br />Councilmember Burg thought the Council's time management has been more effective. He appreciated the <br />fact that Lotter communicated with each Council member in their preferred method and was willing to meet <br />them for lunch to discuss important matters. <br />Mayor Jacobsen appreciated the discussions held at the Council work session meetings. He was pleased by the <br />number of calls that Lotter had made to him to keep communication lines open. <br />Rapp requested comment from the Council regarding Lotter's performance on community engagement. <br />Councilmember Jacobsen suggested this area be more clearly defined. He believed this area of the evaluation <br />was difficult to define. <br />Councilmember Burg appreciated Lotter's efforts in keeping the public informed on the City's water situation. <br />It was her opinion that he was getting the job done in this area in a very professional manner. <br />Councilmember Jacobsen discussed the smashing success of the Town Hall meeting and thanked staff for the <br />thorough presentation that was made at this meeting. <br />Lotter reported he was working on another community letter regarding the pilot testing being conducted at the <br />City's water treatment system. He wanted to have this completed prior to the holidays, but anticipated it would <br />not be sent out until after the New Year. He explained a quarterly newsletter would be paid for by the Army. <br />Councilmember Burg was pleased by the community engagement that occurs each year during National Night <br />Out. <br />Councilmember Strub explained there was good community involvement in the recent Shoreland Ordinance <br />Open House. He appreciated the fact that residents were involved in their community. <br />Rapp questioned how the Council thought Lotter was performing regarding the City's water issue. <br />Councilmember Jacobsen discussed the dedicated service provided by Lotter and Terri Haarstad and thanked <br />them for preparing a mailing for the City's residents in a timely manner. He was proud of the fact the City was <br />able to get information to its residents prior to them having to read about it in the paper or on the internet. <br />Lotter discussed the small army of staff that came together to complete that task. <br />l Mayor Jacobsen appreciated the late hours and extra time provided by Lotter in addressing the City's water <br />issue. He thanked the entire leadership team for taking this issue head on with the Army. <br />
