Take any adverse employment action against an employee for disclosing the employee's own <br />wages or discussing another employee's wages which have been disclosed voluntarily. <br />Retaliate against an employee for asserting rights or remedies under Minn. Stat. §181.172, <br />ciihrl '� <br />The City cannot retaliate against an employee for disclosing his or her wages. An <br />employee's remedies under the Wage Disclosure Protection Law are to bring a civil action <br />against the City and/or file a complaint with the Minnesota Department of Labor and <br />Industry at (651) 284-5070 or (800) 342-5354. <br />Health Savings Accounts (HSA) opt -out <br />The City now only offers High Deductible Health Plans so this language no longer applies. <br />17.4 Employer Contributions <br />The City participates in the cost of the group coverage by paying the premium amount for "core" <br />individual health and life insurance benefits. The benefits of this coverage are described in <br />individual policies that can be obtained from the Assistant to the City Manager. In addition, the <br />City provides each employee a contribution towards optional benefits to be selected by the <br />employee. The amount of this contribution depends on whether the employee elects single, <br />single+l, or family insurance coverage. The amounts of the family and individual contributions <br />may vary each year but shall be at least the same as those provided by the union contract with <br />which the employee is most closely associated. The Employer insurance premium contributions <br />and health savings account contributions are approved annually by the City Council through the <br />adoption of the City's annual compensation plan (Non -Union Employees) and the language set <br />forth in the collective bargaining agreements. <br />Employees that participate in the City of New Brighton Health Savings Account Program <br />(HDHP-HSA Health Insurance Plan or Equivalent) will receive an (Per IRS regulations) annual <br />deductible contribution from the City. The employer will deposit the deductible into the <br />employee's Health Savings Account during the first payroll period of the New Year. The <br />employer will fund the start-up fee and all monthly fees associated with the Health Savings <br />Account (HSA) for those employees participating in the Health Savings Account (HSA). <br />Media Communication on Behalf of the City <br />Staff would like to amend Section 22.3 of the employee handbook to clarify the only employee <br />authorized to speak on behalf of the City to the media is the City Manager. The amendment also <br />gives the City Manager the authority to appoint another City employee for this task. Unless <br />otherwise directed, staff would need to be authorized by the City Manager to communicate on <br />behalf of the City. <br />3 <br />
