a <br />ty-, <br />�-EW <br />0 <br />MGHTON <br />the city that works for you <br />AGENDA SECTION: Consent <br />REPORT DATE: 10/8/2015 <br />MEETING DATE: 10/13/2015 <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDERATION OF OFFER LETTERS FOR RIGHT OF <br />WAY AND EASEMENT ACQUISITION FOR CITY PROJECT 16-1,2016 STREET <br />REHABILITATION. <br />DEPARTMENT HEAD'S APPROVAL: <br />CITY MANAGER APPROVAL: <br />No comments to supplement this report Comments attached <br />Recommendation: Authorize the Director of Community Assets and Development to send offer <br />letters to affected properties based on appraised values. <br />Legislative History: <br />April 8, 2014 City Council entered agreement with Kimley-Horn and Associates (KHA) <br />for conceptual streetscape improvements and bridge aesthetic conceptual designs for the I -35W <br />bridges at County Road E2, County Road F, CSAH 96, and County Road H. <br />March 24, 2015 City Council approved Amendment Number 2 to the Professional Services <br />Agreement between the City of New Brighton and KHA for Final Design Services concerning <br />County Road F/10th Street NW. <br />On April 14, 2015 City Council: <br />1) Ordered a Feasibility Study for City Project 16-1, 2016 Street Rehabilitation. <br />2) Authorized the Director of Community Assets and Development to work with a <br />Professional Land Surveyor and the City Attorney to prepare right of way and/or <br />easement documents to be included in the Feasibility Study. <br />3) Authorized the Director of Community Assets and Development to enter into <br />Amendment Number 3 to the Professional Services Agreement between the City of New <br />Brighton and KHA. <br />April 30, 2105 Neighborhood Informational Meeting <br />June 18, 2015 City Council accepted Feasibility Study and set Public Hearing <br />July 14, 2015 Public Hearing and Approved Project, KHA plan design, hired appraiser <br />Financial Impact: Patchin Messner Dodd & Brumm has prepared market value appraisals of <br />private property that is needed to accommodate Project 16-1 improvements.
