519 5th Avenue Northeast $2,750 <br />401 County Road E2 $31,700 <br />2515 1h Street Northwest $146,000 <br />$180,450* <br />*Final easement and ROW limits are identified in the enclosed parcel sketches. <br />Explanation: The majority of project improvements for City Project 16-1, 2016 Street <br />Rehabilitation will be constructed within existing right-of-way. However, the proposed <br />improvements will require acquisition of right-of-way, drainage and utility easements, and <br />temporary construction easements., which would accommodate the following project <br />improvements: <br />Right -of -Way <br />The current boundary for the property at 251 County Road E2 extends to the centerline of <br />County Road E2. As part of the coordination that will be required with the property, it would <br />make sense to work with the property owner to establish the appropriate right-of-way. <br />Acquisition of right-of-way is proposed at the northeast and southeast quadrants of the <br />intersection of County Road E2 and 5th Avenue NW for construction of the proposed streetscape <br />elements. Acquisition of right-of-way is also proposed on the south side of County Road E2 <br />extending east from the 5th Avenue NW intersection to accommodate the proposed 8 -foot trail. <br />Drainage and Utility Easements <br />A permanent drainage and utility easement will need to be acquired on the south side of County <br />Road E2 to accommodate the proposed storm water pond and sanitary sewer lift station. A <br />proposed easement would be acquired in the existing open space of the property at 251 County <br />Road E2. <br />Temporary Construction Easements <br />Temporary construction easements and/or right -of -entry agreements will also be needed along <br />the south side of County Road E2 to accommodate the construction of the 8 -foot multi -use trail. <br />If the property owner(s) wish to hire their own appraiser, the City would be required to provide <br />$5,000 towards the appraisal of 401 County Road E2, and 251 5th Street NW, and $1,500 to 519 <br />5th Avenue Northeast. <br />Costs and Funding: The total cost of ROW and easement acquisition is eligible for MSA <br />funds.
