Authorize City Project 15-13, WTP 3 and 4 Backwash Reclamation and Vessel 3A <br />Rehabilitation. <br />2. Authorize the Community Assets and Development Director to enter into Professional Services <br />Agreement with Stantec to Prepare Plans and Specifications. <br />Legislative History: This work was included in the 2015 Utility Rate Analysis. <br />Explanation: The three iron removal plants were built in the mid 1980's to supply water to the City <br />during negotiations with the Army. These plants and their respective wells draw water out of the deeper <br />Mount Simon / Hinckley aquifer. Well House 8 was also modified and drilled deeper at this time. The <br />City entered into a water remediation agreement with the Army in 1990 and built a separate facility, the <br />PGAC Plant, which has supplied over 95% of the City's water since then. The facilities needing attention <br />supply water during the hot, dry summer months and are capable of supplying all of the city's water if a <br />catastrophic failure should occur at the PGAC Water Treatment Plant (WTP 1). <br />With the discovery of 1,4 Dioxane, New Brighton has pumped water from Mount Simon Hinckley. The <br />increased operation of these wells changes the amount of water that we discharge as backwash from <br />Water Treatment 3 and Water Treatment Plant 4. <br />Backwash Reclamation <br />New Brighton WTP's 3, 4, and 5 are very similar in design and function. One of the key differences <br />between WTP 3 and 4 compared to WTP 5 is that WTP 5 is equipped with a backwash reclamation <br />system. Filters 3 and 3A share a common backwash pit in WTP 3. It is proposed to install a water <br />reclamation system in WTP's 3 & 4. This reclamation system will ultimately save the City money, and <br />not waste as much water to the environment and eliminate the permit requirements for discharge <br />monitoring. <br />Water Treatment Plant 3's filter treatment residuals are discharged after 24 hours detention in an open <br />holding tank. The top clean water is currently discharged to county ditch #2. <br />
