The events highlighted existing flood risks and caused the Cities to evaluate <br />the adequacy of existing stormwater conveyance and management facilities in the Cities. <br />On April 24, 2012, the City Council accepted the July 2011 Flood Investigation and Stormwater <br />Modeling Report (Flood Report) dated April 17, 2012 prepared by WSB & Associates. The <br />report for the City of New Brighton identified specific drainage improvements to reduce future <br />flooding at an approximate opinion of cost of $8.7 million. The report for the City of Saint <br />Anthony identified specific drainage improvements to reduce future flooding at an approximate <br />opinion of cost of $1.7 to 3 million. <br />On July 9, 2013, by Resolution 13-055, the City Council approved a petition to the Watershed <br />District for a Basic Water Management Project to address stormwater management and flooding <br />within the Cities of New Brighton and Saint Anthony. <br />On August 28, 2013, by Resolution 2013-23, the Watershed District Board of Managers initiated <br />the project, assigning Project Number 2013-01, and appointed Houston Engineering as the <br />project engineer to make surveys, maps, analyses and reports for the project as necessary and <br />consistent with the project phasing, coordination and implementation proposals contained within <br />the Petition. <br />On May 27, 2014, by Resolution 14-042, the City Council approved amending the petition for <br />the New Brighton/St. Anthony Basic Water Management Project, Rice Creek Watershed District <br />Project 2013-01. <br />On March 14, 2015, the Rice Creek Watershed District presented conceptual improvements to <br />the New Brighton Parks, Recreation, and Environmental Commission (PREC), and on March 24, <br />the City Council authorized and approved a Memorandum of Agreement with the Rice Creek <br />
