November 24,201 <br />Permit when certain zoning code standards are not in compliance with current regulations. <br />The nonconformities in question consist of side and rear yard parking lot setbacks and <br />screening standards for outdoor storage that are less than required by code. <br />Assistant Community Assets and Development Director/Planning Director Gundlach explained the existing <br />property at 201 5th AVE SW is currently being used for truck and trailer repair, including <br />outdoor storage. There are other tenants operating out of the property, most of whom will <br />vacate the site if McCoy Group secures a special use permit for truck and trailer sales. McCoy <br />Group will sell truck and trailers under the Truck Country name, which operates 21 dealerships <br />throughout the Midwest. McCoy Group will take trucks and trailers in, clean and detail them, <br />then display them for sale. In conjunction with this request is demolition of a portion of an <br />existing building (2,990 SF), new security fencing and gates, new asphalt in select areas, crack <br />and seal coating of the parking lot, installation of ground lights, and installation of ground and <br />wall signs. Staff provided a full analysis of the Site Plan, Special Use Permit, and <br />Nonconforming Use Permit criteria within the written Planning Report. In summary, all criteria <br />have been met subject to compliance with the plans submitted and incorporation of the nine <br />conditions noted in the approval resolution. She reported the Planning Commission reviewed <br />the request at their November 17th meeting and recommended Council approval. <br />John McCoy, co-owner of McCoy Group, explained his grandfather started his business back <br />in 1954. He discussed his company has evolved over the last 60+ years. He explained how the <br />proposed dealership sales would assist his business in meeting the changing needs in his <br />business. He provided comment on the importance of cleaning up and improving the exterior <br />of the property. He thanked Ms. Gundlach for her support and assistance. <br />Mayor Jacobsen believed Mike's Truck & Trailer was in a great location. He asked if truck <br />and trailer repair would also be offered. Mr. McCoy commented this was the case. <br />Councilmember Strub questioned how many people worked at Mike's Truck and Trailer. Mr. <br />McCoy explained there were currently 25 people employed by Mike's Truck & Trailer. He <br />anticipated that seven to nine additional sales members would be brought in after the site was <br />up and running. <br />Councilmember Strub inquired what type of signage would be posted at the site. Assistant <br />Community Assets and Development Director/Planning Director Gundlach discussed the ground mounted <br />and wall signs that could be posted on the property. <br />Councilmember Jacobsen appreciated the investment that would be made in this property. He discussed the <br />traffic concerns along 5'h Avenue NW. Mr. McCoy explained he would be working to keep trucks and <br />trailers out of this area. He did not object to posting signage along this roadway to keep traffic from this <br />roadway. <br />Councilmember Bauman was grateful for the business expansion that would be coming to the <br />City of New Brighton and was impressed by the proposed improvements that would be made <br />to the site. She requested further information on the semi -truck sales. Mr. McCoy discussed <br />his business further with the Council and anticipated that he would be selling more trucks than <br />trailers. <br />Motion by Councilmember Burg, seconded by Councilmember Jacobsen to adopt a Resolution <br />approving the requests as submitted and subject to nine conditions. <br />5 Ayes, 0 Nays -Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported the pilot testing at the water treatment plant has been up and <br />running for the past two weeks.
