December 8, 2015 <br />Public Hearing <br />1. Conduct Public Hearing and Consider Resolution approving the Application for an <br />On Sale Liquor License for Cowboy Jacks. <br />City Manager Lotter indicated Public Safety Director Jacobson would be presenting this item to the Council. <br />Public Safety Director Jacobson stated Mr. Zachary Sporcic of AMG -NB LLC and Mr. Gregory <br />Newville of Newville Properties doing business as Cowboy Jacks at 2397 Palmer Drive have <br />applied for an on sale liquor license. The requisite background check completed by Public <br />Safety revealed no reason to deny this request. This location is the more recent location of <br />Champps and New Brighton Bar and Grill. City ordinances require a public hearing prior to <br />issuance of an intoxicating liquor license. Notice was published in the City's designated <br />newspaper and a notice was posted at City Hall. It was noted Mr. Zachary Sporcic and Mr. <br />Gregory Newville were present to answer questions regarding the business. Staff <br />recommended approval of the On Sale Liquor License request for Cowboy Jacks. <br />Councilmember Bauman questioned <br />Motion by Councilmember Burg, seconded by Councilmember Jacobsen to open the <br />Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was opened at 6:38 p.m. <br />Mayor Jacobsen asked for additional comments. <br />Zachary Sporcic, Cowboy Jacks representative, introduced himself to the Council and reported <br />Cowboy Jacks has been in operation since 2008 and currently has 12 stores in three different <br />states. He explained he was excited to be opening a location in New Brighton, as this was his <br />hometown. <br />Councilmember Burg questioned when the location would be open. Mr. Sporcic anticipated <br />this location would be open the second or third week in January. He then discussed Cowboy <br />Jacks menu. <br />Councilmember Jacobsen requested further information on how the site has been renovated. <br />Greg Newville, Cowboy Jacks representative, discussed how the entire site has been renovated, <br />noting the restaurant would have a warm and open floor plan. <br />Councilmember Strub asked what type of crowd the restaurant would attract. Mr. Sporcic <br />commented the business would have a great lunch menu for local employees, while also <br />offering a diverse dinner menu. He indicated this would be a family -friendly restaurant. He <br />anticipated that Cowboy Jacks would be busier than Champps and the New Brighton Bar & <br />Grill was on Friday and Saturday nights. <br />Councilmember Strub questioned how many employees would be hired by Cowboy Jacks. Mr. <br />Sporcic reported the majority of his staff would be part-time. He anticipated he would be <br />hiring the majority of his employees locally. <br />Councilmember Bauman welcomed Cowboy Jacks to the City of New Brighton. She inquired <br />if Cowboy Jacks offered catering services. Mr. Sporcic stated typically this has not been done <br />in the past. <br />Councilmember Jacobsen inquired if Cowboy Jacks would have a banquet room. Mr. <br />Newville stated the site would have a banquet room and patio for special events. <br />Councilmember Burg encouraged Cowboy Jacks to have a Ribbon Cutting ceremony. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to close the <br />Public Hearing. <br />Page 3 of 11 <br />Public Hearing <br />1.
