December 8, 2015 Public Hearing 1. Conduct Public Hearing and Consider Resolution approving the Application for an On Sale Liquor License for Cowboy Jacks. City Manager Lotter indicated Public Safety Director Jacobson would be presenting this item to the Council. Public Safety Director Jacobson stated Mr. Zachary Sporcic of AMG -NB LLC and Mr. Gregory Newville of Newville Properties doing business as Cowboy Jacks at 2397 Palmer Drive have applied for an on sale liquor license. The requisite background check completed by Public Safety revealed no reason to deny this request. This location is the more recent location of Champps and New Brighton Bar and Grill. City ordinances require a public hearing prior to issuance of an intoxicating liquor license. Notice was published in the City's designated newspaper and a notice was posted at City Hall. It was noted Mr. Zachary Sporcic and Mr. Gregory Newville were present to answer questions regarding the business. Staff recommended approval of the On Sale Liquor License request for Cowboy Jacks. Councilmember Bauman questioned Motion by Councilmember Burg, seconded by Councilmember Jacobsen to open the Public Hearing. 5 Ayes, 0 Nays - Motion Carried The Public Hearing was opened at 6:38 p.m. Mayor Jacobsen asked for additional comments. Zachary Sporcic, Cowboy Jacks representative, introduced himself to the Council and reported Cowboy Jacks has been in operation since 2008 and currently has 12 stores in three different states. He explained he was excited to be opening a location in New Brighton, as this was his hometown. Councilmember Burg questioned when the location would be open. Mr. Sporcic anticipated this location would be open the second or third week in January. He then discussed Cowboy Jacks menu. Councilmember Jacobsen requested further information on how the site has been renovated. Greg Newville, Cowboy Jacks representative, discussed how the entire site has been renovated, noting the restaurant would have a warm and open floor plan. Councilmember Strub asked what type of crowd the restaurant would attract. Mr. Sporcic commented the business would have a great lunch menu for local employees, while also offering a diverse dinner menu. He indicated this would be a family -friendly restaurant. He anticipated that Cowboy Jacks would be busier than Champps and the New Brighton Bar & Grill was on Friday and Saturday nights. Councilmember Strub questioned how many employees would be hired by Cowboy Jacks. Mr. Sporcic reported the majority of his staff would be part-time. He anticipated he would be hiring the majority of his employees locally. Councilmember Bauman welcomed Cowboy Jacks to the City of New Brighton. She inquired if Cowboy Jacks offered catering services. Mr. Sporcic stated typically this has not been done in the past. Councilmember Jacobsen inquired if Cowboy Jacks would have a banquet room. Mr. Newville stated the site would have a banquet room and patio for special events. Councilmember Burg encouraged Cowboy Jacks to have a Ribbon Cutting ceremony.
