Public Safety Commission <br />September 28th, 2015 <br />Attending: Commissioner Allen, Commissioner Anderson, Commissioner Boyd, <br />Commissioner Donohue, Commissioner Eichers, Commissioner Hollimon, <br />Commissioner Kerns, Commissioner Schumann, Deputy Director Olson, <br />Deputy Director Paetznick, and Dave Matteson (Allina Health) <br />Absent: Commissioner Lamp, Council Member Strub <br />Call to Order/Roll Call <br />Commissioner Allen called the September 28th meeting to order at 6:30 pm and roll call was <br />taken. <br />June Meeting Minutes <br />The June meeting minutes were reviewed. Commissioner Kerns made a motion to approve the <br />June meeting minutes; Commissioner Donohue seconded. Motion carried. <br />Public Hearing/Presentation <br />A. 21St Century Policing Report — Director Jacobson <br />Director Jacobson gave a presentation on The President's Task Force on 21 st Century Policing <br />report. This report was created in response to high profile policing events and began with <br />executive order of the President. The task force included law enforcement and community <br />leaders from around the country and they were tasked with "identifying best practices and <br />offering recommendations on how policing practices can promote effective crime reduction <br />while building public trust." <br />The two overarching recommendations from this report are: <br />1. The President should support creation of a National Crime and Justice Task Force to <br />examine all areas of criminal justice and propose reforms. <br />2. The President should support programs that take a comprehensive and inclusive look at <br />community based initiatives addressing core issues such as poverty, education, health, <br />and safety. <br />The Six Pillars identified in this report are: <br />1. Building Trust and Legitimacy <br />2. Policy and Oversight <br />3. Technology and Social Media <br />4. Community Policing and Crime Reduction <br />5. Training and Education <br />6. Officer Wellness and Safety <br />The implementation recommendations from this report are: <br />1. The President to direct all federal law enforcement agencies to adopt the task force <br />recommendations to the extent practicable. <br />
