Gundlach indicated Ryan Companies is still working with Arden Hills -based Streamworks on a build -to - <br />suit for Block D. Streamworks is examining several metro -area sites. Streamworks is considered an <br />industrial/flex use, consisting of 1/3 office and 2/3 warehouse/flex space. The biggest challenge is <br />whether Block D can accommodate the square footage needed by Streamworks. Initially, Streamworks <br />indicated they needed approximately 80,000 SF but that has increased to 90,000 — 100,000 SF and with <br />the site only being four acres, accommodating this additional square footage will be challenging. Staff, <br />working with Ryan, is engaging in Site Plan development to illustrate if and how we can meet these <br />space needs. <br />Gundlach commented on an effort to provide reliable pricing to Streamworks, the City Council <br />authorized conducting a Phase II environmental study and geotechnical testing on October 13, 2015. <br />This effort was necessary as Block D was one of the first properties acquired in New Brighton <br />Exchange, and because of that a Phase II was not conducted at the time of sale. In working with Barr <br />Engineering, and understanding the historical use of the site, staff was fairly certain the site was clean <br />but confirmation was needed as additional environmental or geotechnical corrections could increase <br />development costs. Staff just received a draft report of this work last week, which indicates the site is <br />environmentally clean and geotechnically sound. There is some concrete debris from a former cell <br />tower, but removal shouldn't impact overall development costs. <br />Gundlach indicated Streamworks has asked for Request for Proposals for four sites: 1) New Brighton <br />Exchange, 2) a Children's Hospital site in Shoreview, 3) a CSM site in Blaine, and 4) a Ryan -controlled <br />site in Brooklyn Park. RFP's are expected to be in by the end of the year. If Streamworks still intends to <br />be in a new building by the end of 2016, they'll have to make a decision very early in January/February. <br />Attached is the most recent site plan developed by Ryan Companies for Streamworks. Staff will report <br />any and all future progress to the EDC. <br />Commissioner Potter requested further information on the piping system under the dump. Gundlach <br />discussed the existing piping system in further detail with the EDC. She provided further comment on <br />the difficulties of future development of Block E. <br />Chair Zisla questioned what if any type of assistance was Streamworks seeking. Gundlach explained <br />Ryan Companies has indicated to staff that Streamworks was seeking 90,000 to 100,000 square feet of <br />space but could not afford to construct a building of this size, so some assistance will be needed. <br />Chair Zisla asked if the City would be responding to the Streamworks RFP. Gundlach indicated Ryan <br />Companies will respond to the RFP on behalf of the City. She believed the City would be able to <br />respond most quickly to Streamworks, which would assist them in completing their project in a timely <br />manner. <br />2015 Work Plan <br />Chair Zisla reviewed the 2015 work plan in detail with the EDC. <br />Adiourn <br />Motion by Commissioner Peck, seconded by Commissioner Beach, to adjourn the meeting. <br />8 Ayes, 0 Nays, Motion carried <br />Meeting adjourned at 8:50 am <br />Respectfully submitted, <br />
