20 <br /> Operating Costs <br />The expenditures for general government is equal to or less than comparable cities based on a <br />percentage change over a rolling 4 year period. <br /> <br /> <br />RESULTS <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />INTERPRETATION <br /> <br />The average percentage change of operating costs for 2011‐2014 was 2.4% for the 9 comparable cities. The City of <br />New Brighton was 2.16% during this time period. Costs are the result of operational choices, unanticipated events, <br />and community priorities‐reflected in levels of service desired and delivered. <br /> <br />*The operating costs for most cities were found on Statement 4 of the annual CAFR. In most cases, these values <br />include General Government (Administration), Community Development, Public Safety, Public Works, and Parks & <br />Recreation. Enterprise operations are excluded from the cost totals. <br /> <br /> <br />RESPONSE <br /> <br />The City Council annually reviews expenditures via the budgeting process. The City Council and staff realize that <br />choices in service levels, unanticipated events, level of service and priorities drive a budget and costs of operation. <br /> <br /> <br /> <br /> <br /> <br />
