Councilmember Bauman stated there was one item she did not approve of on the Consent Agenda. <br />3 Ayes, I Nay (Bauman opposed) - Motion Carried <br />Public Hearing <br />None. <br />Council Business <br />1. Consider Resolution to Enter Hansen Park Project Agreement with Rice Creek <br />Watershed District and to File a Petition for Impoundment of Ramsey County <br />Ditch 2. <br />Motion by Councilmember Burg, seconded by Councilmember Strub to adopt a Resolution that <br />would allow the Mayor and City Manager to execute a Project Agreement with the Rice <br />Creek Watershed District regarding access, construction, operation and maintenance of <br />the Hansen Park Project Component of the petitioned Basic Water Management Project, <br />Rice Creek Watershed District Project 2013-01; and initiates a petition for Impoundment <br />of Drainage System Waters on Ramsey County Ditch 2. <br />Community Assets and Development Director Schlichting indicated Kyle Axtel from the Rice Creek <br />Watershed District with would be presenting this item to the Council. <br />Kyle Axtel, Rice Creek Watershed District (RCWD), provided the Council with an update on the project <br />status for Hansen Park. He reported there were four main components of the Hansen Park Project <br />Agreement and are as follows: <br />1. Site Access Agreement <br />2. Project Construction <br />3. Ownership and Maintenance <br />4. Financial Obligations <br />Mr. Axtel discussed these categories at length with the City Council and explained permits have been <br />submitted to the Minnesota DNR and the US Army Corps of Engincers. He discussed the access the County <br />would need in order to complete the proposed project. It was noted RCWD would be holding a public <br />hearing regarding the pond dewatering. He was hopeful the project would be bid mid to late -May with the <br />project being complete in December of 2018. He then provided the Council with a summary on the 103E <br />impoundment petition summary. He indicated the impoundment proceeding must take place before the <br />project can begin. <br />Mr. Axtel indicated that by signing the proposed agreement the City is allowing for the <br />construction of the following five primary improvements and committing to the long term <br />maintenance of items 2, 4, 5. <br />Hansen Park Improvements <br />1. Complete dredging and reshaping of Hansen Pond to increase its water quality <br />treatment capacity and remove contaminated sediments from within the pond; <br />2. Construction of a new dam and outlet control structure to allow for water level <br />management and add flood storage capacity; and, <br />3. Installation of an iron -enhanced sand filter near the outlet of the pond and 7th Street to <br />remove phosphorus from runoff leaving the pond. <br />4.
