5. Install flood protection flap gates. <br />Mr. Axtel stated during RCWD's preparation for this project it was determined that the existing <br />concrete dam in Hansen Park was constructed without following the proper legal proceeding. <br />By signing the enclosed petition, RCWD, the drainage authority for Ramsey County Ditch 2, <br />will coordinate all activities to gain the necessary approvals. Staff recommended the Council <br />adopt a Resolution that would allow the Mayor and City Manager to execute a Project <br />Agreement with the Rice Creek Watershed District regarding access, construction, operation <br />and maintenance of the Hansen Park Project Component of the petitioned Basic Water <br />Management Project, Rice Creek Watershed District Project 2013-01; and initiates a petition <br />for Impoundment of Drainage System Waters on Ramsey County Ditch 2. <br />Councilmember Burg asked how the project would be managed if next winter was warm. Mr. Axtel stated a <br />warm winter would make the dredging of the pond difficult. He explained the work could be delayed to the <br />next winter, but this would increases costs. He reported all other site work could continue as planned for the <br />spring of 2017. <br />Mayor Johnson questioned if Rice Creek Watershed would continue to inspect and have access to the park <br />after 25 years. Mr. Axtel reported the RCWD would not abandon the project after 25 years. He provided <br />fiuther comment on the fimture stormwater management plan for RCWD noting this would include Hansen <br />Park. <br />Councilmember Bauman thanked Mr. Axtel for his presentation. She questioned what proportions of the <br />project would be covered by grant funding versus ad valorem taxes. Mr. Axtel indicated the total project <br />budget was $4.8 million. It was noted grant funding would cover $1.1 million of this project costs and the <br />remainder would be covered by ad valorem taxes. <br />4 Ayes, 0 Nays -Motion Carried <br />2. Consider Authorization for Professional Services AVvement for final design services for <br />City Project 16-5, North Park Construction. <br />Motion by Councilmember Burg, seconded by Councilmember Strub to Authorize the Director of <br />Community Assets and Development to enter into the Professional Services Agreement between <br />the City of New Brighton and Anderson -Johnson Associates, Inc. (AJA) for Final Design Services <br />concerning North Park. <br />Parks and Recreation Director Brueur explained the purpose of this report is to initiate design services to <br />collect the necessary data to prepare plans and specifications to advertise for bids. She reviewed the <br />history of this project in detail with the Council. She indicated the goal would be to have a contractor <br />initiate grading activities in July -August of 2016 to allow for the athletic fields to be playable by the <br />spring of 2018. She reported staff was currently working with Ramsey County on a cooperative <br />agreement that will identify cost and maintenance responsibilities for shared facilities. The initial terms <br />of this agreement include a 50-50 split for the parking and restroom facilities located on Ramsey <br />County property in Long Lake Regional Park. It was noted staff will return to the Council for future of <br />approvals of plans, specifications, and agreements with the County. The project was estimated to cost <br />$1,681,000 and would be paid through park dedication fees and the utility fund. The project timeline <br />was reviewed in detail. It was noted staff would be applying for a grant with the DNR for the park. <br />Staff recommended the Council authorize the Director of Community Assets and Development to enter <br />into the Professional Services Agreement between the City of New Brighton and Anderson -Johnson <br />Associates, Inc. (AJA) for Final Design Services concerning North Park. <br />Councilmember Bauman thanked staff for the thorough presentation. She believed the park design was well <br />done. She feared the project costs were quite extensive and understood a large portion of the project was <br />unfunded. She believed that the City should spend its money on maintaining its current parks and not on <br />creating new parks. For this reason, she would not be supporting the proposed project <br />Councilmember Burg asked if the new Pulte Home owners were informed this would be an active park. <br />2.
