RESOLUTION <br />PLANNING COMMISSION <br />CITY OF NEW BRIGHTON <br />RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING APPROVAL OF AN AMENDED SPECIAL <br />USE PERMIT. <br />WHEREAS, an application has been made by AN Group, Inc to permit construction and use of a <br />helipad measuring approximately 72' x 60', including associated landscaping and sidewalk <br />improvements at property located at 1150 Old Highway 8 NW, and <br />WHEREAS, this request is considered an amendment to a previously approved Special Use Permit <br />approved on June 23, 2015 by Resolution 15-046 for a 50' x 50' helipad, and <br />WHEREAS, the procedural history of the application is as follows: <br />1. An application for an amended Special Use Permit was received on January 22, 2016. <br />2. A notice of public hearing was published in the February 3, 2016 edition of the New <br />Brighton Bulletin. <br />3. In accordance with Zoning Code Section 6-639(C) (10), a notice of public hearing was <br />mailed to property owners within 1,000' on February 3, 2016. <br />4. The Planning Commission, pursuant to published and mailed notices, held a public hearing <br />on February 16, 2016 and all present were given a chance to freely speak at the hearing. <br />5. The Planning Commission recommended approval, subject to conditions, on February 16, <br />2016. <br />WHEREAS, the Planning Commission makes the following Findings of Fact with respect to the <br />Special Use Permit (SP2015-006): <br />1. The property is zoned NBE, New Brighton Exchange. <br />2. The property is guided in the Comprehensive Plan for City Center. <br />3. The property is legally described as follows: <br />Lot 1, Block 2, LONG LAKE LANDING, Ramsey County, Minnesota. <br />4. The applicant has proposed to construct and use a 72' x 60' helipad 20 times per calendar <br />year. <br />5. Zoning Code Section 6-693(C) allows helipads as specially permitted uses for B1 and B2 <br />building types within the NBE, New Brighton Exchange zoning district. <br />6. The amended helipad Site Plan was considered against Zoning Code Sections 6-693(C) and <br />8-130, with a full analysis within the written Planning Report dated June 12, 2015. <br />7. The Planning Commission reviewed the proposal in accordance with the following <br />conditions of Section 6-693(C): <br />a. The helipad must be accessory to the office use. <br />b. Permitted only on properties containing all of the following attributes: <br />c. At least four (4) acres in area or the principal use has been permitted via a Planned <br />Development, <br />d. Abutting Interstates 694 or 35W. <br />e.
