PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — November 17, 2015 7:00 p.m. <br />Present: Chairperson Bruce Howard, Commissioners Steve Danger, Marvin Deick, Susan Erickson, Erin <br />Nichols-Matkaiti, and Verne McPherson <br />Absent: None <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Paul Jacobsen-Councilmember <br />Agenda Review: There were no changes to the agenda. <br />Minutes from October 20, 2015: <br />Motion by Commissioner McPherson, seconded by Commissioner Erickson, to approve the October 20, <br />2015 meeting minutes as presented. <br />Approved 6-0. <br />Council Action: Councilmember Jacobsen reported he recently attended a flag raising ceremony at the new <br />Northeast State Bank. He was pleased that the 10th Street and Highway 96 bridges were now open. He <br />provided the Commission with the recent election results and noted New Brighton would have a new mayor, <br />Val Johnson, in 2016. He indicated Councilmember Burg and himself were reelected to their Council at -large <br />seats. It was noted the Council voted to move municipal elections to even -numbered years. He discussed how <br />the Council and Mayoral terms would be impacted by the proposed change. <br />Commissioner Erickson suggested the Council discuss the Planning Commission vacancy and make an <br />appointment for the group. <br />Public Hearing: <br />(A) Jason Grawe on behalf of McCoy Group, Inc. requests a Nonconforming Use Permit, Site Plan <br />and Special Use Permit to introduce truck and trailer sales to the existing repair and outdoor <br />storage use at 2015' AVE SW. <br />Planning Director Janice Gundlach reported the applicant is requesting the following land use requests for 201 <br />5th AVE SW: <br />• Site Plan — required in order to secure permits to conduct site improvements on all business and <br />industrial -zoned property in the City. <br />• Special Use Permit — required in order to conduct used truck and trailer sales, including outdoor storage, <br />in the business and industrial districts. <br />• Nonconforming Use Permit — required in order to secure a Site Plan and Special Use Permit when <br />certain zoning code standards are not in compliance with current regulations. <br />Planning Director Gundlach explained the nonconformities in question consist of side and rear yard parking lot <br />setbacks and screening standards for outdoor storage that are less than required by code. The existing property <br />at 201 5th AVE SW is currently being used for truck and trailer repair, including outdoor storage. A special use <br />permit for these uses is on file, dated 2003, with this business continuing to operate in conjunction with McCoy <br />
