Trucking. There are other tenants operating out of the property, most of whom will vacate the site if McCoy <br />Group secures a special use permit for truck and trailer sales. McCoy Group will sell truck and trailers under the <br />Truck County name, which operates 21 dealerships throughout the Midwest. McCoy Group will take trucks and <br />trailers in, clean and detail then, then display them for sale. In conjunction with this request is demolition of a <br />portion of an existing building (2,990 SF), new security fencing and gates, new asphalt in select areas, crack and <br />seal coating of the parking lot, installation of ground lights, and installation of ground and wall signs. Staff <br />recommends approval of the Site Plan, Special Use Permit, and Nonconforming Use Permit subject to the <br />following conditions: <br />1. The site is improved in accordance with the plans submitted and attached to this report. <br />2. The proposed landscaping depicted on Sheet L1-1: Rendered Landscape Plan shall be fully <br />implemented. <br />3. The outdoor truck and trailer sales and repair stocks shall be kept in the hashed areas or in designated <br />parking stalls as depicted on Sheet L1-1: Rendered Landscape Plan. <br />4. All sales stock stored on the property shall be well maintained and in operable condition. <br />5. Light poles erected on the property outside the perimeter of the site shall be constructed within safety <br />islands per the requirements of Zoning Code Section 11-010(6) (B). <br />6. Separate sign permits must be obtained for all new wall and ground signs erected on the property. All <br />signs must comply with Zoning Code Section 9-100. <br />7. A demolition permit is obtained prior to demolishing the southerly garage structure on site. <br />8. Should Rice Creek Watershed District require a permit, that permit shall be submitted to the City <br />Engineer/Public Works Director for review and approval. <br />Commissioner Danger asked if the outdoor storage area would be screened. Planning Director Gundlach <br />reviewed the outdoor storage screening requirements with the Commission in detail. <br />Commissioner Nichols-Matkaiti questioned why this property owner would be allowed to have more than five <br />trucks for sale. Planning Director Gundlach explained this has been discussed with the applicant and it was <br />noted the City has not approved a truck sales permit of this magnitude before. She provided further comment <br />on the unique circumstances behind this request stating the property had no access to a public roadway and was <br />zoned I-2 Heavy Industrial. She then reviewed the uses allowed in the Heavy Industrial zoning district. Staff <br />believed that the proposed use would be an overall improvement to the site. <br />Commissioner McPherson inquired if the site would have additional signage. Planning Director Gundlach <br />explained that the signage on the site would have to come into compliance. She commented one wall sign <br />would be allowed. <br />Commissioner Deick requested further information on the proposed pylon sign. Planning Director Gundlach <br />discussed the pylon sign details with the Commission and noted it was allowed by City ordinance due to the fact <br />the property abutted the freeway. <br />Commissioner Danger asked if the sign would be lit. Planning Director Gundlach deferred this question to the <br />applicant. <br />Commissioner Nichols-Matkaiti questioned if the number of trucks and trailers on the site would have a limit. <br />Planning Director Gundlach reported the semi -trucks and trailers would be limited to specific parking areas on <br />the site. <br />Jacob Stein, Larken Hoffman Attorneys and representative of the applicant, discussed the request further with <br />the Commission and believed all were in character with the surrounding properties. He commented on how the <br />new use would complement the current uses taking place on the site. He then discussed the substantial <br />investment that McCoy Group would be making in this property. He reported the majority of the non- <br />conforming uses on the site would be eliminated through the new site plan. He thanked staff for their thorough <br />report on the application and requested the Planning Commission recommend approval. <br />
