March 22, 2016 <br />Page 2 of 11 <br />Commission Minutes <br />Commission Minutes <br />Mayor Johnson received the following minutes on behalf of the City: <br />• Public Safety Commission minutes from January 25, 2016. <br />• Planning commission Minutes from February 16, 2016. <br />Special Order of Business <br />— <br />Special Order of <br />Business <br />1. Update on the Rice Creek Commons Development from Commissioner Mary Jo McGuire. <br />1. Update on the wee <br />Creek Commons <br />Commissioner Mary Jo McGuire jimvidod the City Council with an update from Ramsey County. She gave <br />Developmentfrom <br />the Council several handouts and discussed Ramsey County's vision, mission and goals. She commented on <br />CommissionerMaryJo <br />McGuir,. <br />the committees she currently served on. It washer hope 1-35W would be awarded more federal dollars as it <br />was a shovel ready project. Commissioner McGuire noted valuation notices have been sent out to property <br />owners and any concerns should be brought to the County at this time. She discussed the proposed <br />improvements for Long Lake Regional Park that would be completed jointly with the City. <br />City Manager Lotter thanked the County for working cooperatively with the City on these park <br />improvements. <br />Commissioner McGuire presented a YouTube video on Rice Creek Commons. She noted the County has <br />begun work on County Road H. She explained the County has started the Master Developer process and <br />received solicitations from four vendors. She indicated the Joint Development Authority (JDA) would be <br />malting a decision on the Master Developer on May 2"d. <br />Councilmember Jacobsen stated he would be forwarding a message he received from a concerned citizen <br />regarding public transportation issues in New Brighton. <br />Councilmember Bauman asked how many acres of the TCAAP site have been cleaned to residential <br />standards. Commissioner McGuire reported the County purchased and cleaned 427 acres of the site. She <br />explained there was additional acreage still owned by the Federal government. <br />Councilmember Burg thanked Commissioner McGuire for her report. <br />Mayor Johnson thanked the County for partnering with the City on Long Lake Regioril Park. She <br />encouraged the County to finish the bridge over Rice Creek prior to August 1 st for the Antique Car Run. She <br />appreciated the YouTube video and requested the County work to bring additional mass transit into New <br />Brighton. She expressed concern with how much money the County was investing in TCAAP and how this <br />would impact New Brighton business owners. She did not want the current business owners to be forgotten. <br />Commissioner McGuire understood the importance of the communities existing businesses and would work <br />with the City to address this concern. <br />Councilmember Jacobsen appreciated the County's involvement in the City of New Brighton. <br />Councilmember Bauman encouraged the County to better maintain its roadways. Commissioner McGuire <br />heard this concern loud and clear. <br />Consent Agenda <br />Consent Aeenda <br />1.
