She was pleased <br />to see that Mr. Bona would be remaining and even expanding in the community. <br />Councilmember Jacobsen requested further information on Mr. Bona's business and hours of opera ion. Mr. <br />Bona described the history of his families business and the work conducted at his business now. <br />Councilmember Jacobsen conipl inielued Mr. Bona on the fine exterior of his Fridley location and looked <br />forward to seeing the New Brighton locations complete. <br />Councilmember Bauman thanked Mr. Bona for his business and the investment he was willing to make in <br />the community. She could tell he took pride in the community. <br />Mayor Johnson was excited to see this area of the City in-lprovcd. She did have concerns with the noise <br />generated from this business, but understood the business closed at 5:00 p.m. She encouraged Mr. Bona to <br />continue to be conscience of his neighbors. <br />5 Ayes, 0 Nays -Motion Carried <br />3. Consider Bids and Award of Contract for City Project 164, Distribution Control Station and <br />Minneapolis Interconnection Pipeline. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to accept all bids and <br />adopt a Resolution awarding a contract for City Project 16-4, Distribution Control <br />Station and Minneapolis Interconnection Pipeline (known as Contract Package 1) to the <br />lowest responsible bidder, Municipal Builders, Inc., in the amount of $2,742,400.00. <br />City Manager Lotter indicated Community Assets and Development Director Schlichting would be <br />presenting this item to the Council. <br />Community Assets and Development Director Schlichting explained the project (defined as Contract <br />Package 1 in Barr Engineering's Work Order 2) consists of the construction of a Distribution <br />Control Station (DCS), Minneapolis interconnection pipeline, and various site utility <br />modifications. A temporary water supply system is also included, which will allow New <br />Brighton to be interconnected to the Minneapolis water system by July 2016. The purpose of <br />this design package is to provide readily available emergency backup water supply, provide <br />enhanced functionality for water sourcing and disposal, clear the site to enable WTP1 <br />expansion to proceed rapidly, and preserve WTP1 expansion space by constructing distribution <br />control functions in a separate location (i.e., not within WTP 1). <br />Community Assets and Development Director Schlichting reported the DCS will house piping, <br />booster pumps, valves, a chemical feed room (for future use, if required), an electrical <br />equipment room, and an air -gap tank. The DCS will enhance current functionality by allowing <br />the City to choose its water source (WTP1 or Minneapolis) and where water will be sent <br />(distribution and/or ground storage reservoir or air gap tank for storm or sanitary discharge). <br />The current booster pumps that provide water to the high zone tower will also be relocated to <br />this building. The interconnection pipeline will be tied into a Minneapolis 48 -inch steel <br />watermain. A shut-off valve (manual) will be installed near this tie-in and will be operated by <br />Minneapolis. From the tie-in, the pipe will route through Minneapolis and New Brighton <br />property to the DCS. <br />Community Assets and Development Director Schlichting stated due to the anticipated construction <br />time required to substantially complete this DCS, a temporary water supply system will be <br />constructed. A tee from the main interconnection pipeline will allow water to be directed into <br />WTP1 where temporary water supply pumps (pre -purchased by the City) will be installed. <br />Water discharged from these pumps will tie into New Brighton's existing distribution system. <br />The purpose of this temporary system is to allow the City to obtain water from Minneapolis <br />3.
