April 26, 2016 <br />earlier in the 2016 season, and will allow the contractor to complete the DCS without having to <br />work around an operating water supply system. <br />Community Assets and Development Director Schlichting indicated various utility modifications will <br />also be required as part of this project, including modification of the main water distribution <br />pipeline from WTP1, installation of a new finished water distribution pipe from the DCS to 5th <br />Street NW, modification of raw water pipelines to allow additional capacity and/or avoid <br />proposed structures, and installation of new storm sewer and sanitary sewer pipeline from the <br />DCS air gap tank. The bids are generally consistent with the engineering estimate. The low <br />bidder, MBI, worked on the construction of the WTP 1 addition, and is qualified and capable of <br />performing work of this kind and magnitude. Staff recommends awarding the contract to MBI <br />for City Project 16-4, Distribution Control Station, and Minneapolis Interconnection Pipeline <br />in the amount of $2,742,400. If awarded, the contract requires completion of the temporary <br />water supply system by July 1, 2016, and substantial completion of the whole project by <br />October 7, 2016 and final completion by November 4, 2016. <br />Councilmember Jacobsen the interconnection that would be completed with the City of Minneapolis. He <br />appreciated all of sLEs efforts on this project <br />Mayor Johnson asked how long the City would use the interconnection with the City of Minneapolis. <br />Community Assets and Development Director Schlichting estimated the City would be relying on the City of <br />Minneapolis for the next two years for its water supply. Once the City's plant was back online, the City <br />would resume drawing from its shallow wells with the new preferred treatment technology. <br />Mayor Johnson noted the City would not be mixing its water with Minneapolis water. Community Assets <br />and Development Director Schlichhng reported this was correct <br />Mayor Johnson understood that Minneapolis water was softened. Community Assets and Development <br />Director Schlichting indicated this was the case and New Brighton residents may need to adjust the settings <br />on their water softeners. <br />Mayor Johnson explained there would be an Open House with a water pltsenttatiola on Saturday, May 7' at <br />8:00 am. Consider Resolution Authorizing an Amendment to the Retirement Benefit <br />Level for the New Brighton Firefighters' Relief Association Bylaws. <br />Motion by Councilmember Strub, seconded by Councilmember Burg to adopt a Resolution to <br />Authorize an Amendment to the New Brighton Firefighters' Relief Association Bylaws to <br />Increase the Pension Benefit Level for Firefighters to $6,500 per year of service effective <br />April 27, 2016. <br />City Manager Lotter indicated Brian Schmidt and Nate Macziewski would be presenting this item to the <br />Council. <br />Brian Schmidt reported in 2014, the Relief Association offered to Council a long-term <br />financial forecast that budgeted $200 increases in the benefit level beginning in 2016. <br />Consistent with that discussion, the Relief Association has already provided Council with an <br />audit based on past financial performance of the fund, with the intention to continue this <br />approach of annual planning for moderate benefit level increases to assure ongoing recruitment <br />and retention of firefighting personnel for the City of New Brighton. It is important to note that <br />due to changes in government accounting standards that were implemented by the Relief <br />Association in 2015, the calculation of the pension fund liability does not permit a comparison <br />to the same funding charts as used in the past. <br />Page 7 of 13 <br />4.
