Adequate utilities, drainage and/or necessary facilities have been or are being provided. The <br />access roads are currently dirt roads and are not paved. <br /> <br /> <br />8. The underground finished water reservoir shall in all other respects conform to the applicable <br />regulations of the district in which it is located. <br /> <br />9. The finished underground water reservoir is deemed essential and necessary because it would <br />serve several communities and over 500,000 persons. <br /> <br />BE IT FURTHER RESOLVED, the application SP-196 is hereby approved, subject to the following <br />conditions: <br /> <br />1. Compliance with the approved landscape plan # F6l80 as provided by the applicant. Note, the <br />shrubs scheduled to be planted along the west side of the proposed reservoir be extended to run <br />the entire length of the west property line of the subject site so the existing reservoir to the south <br />may also be screened. <br /> <br />2. The stands of trees to be saved on the subject site on the north 110 feet and the east 230 feet <br />adjacent to the Wexford Heights development, should be protected from construction equipment <br />with a fence barrier. <br /> <br />3. Pave that portion ofthe existing access roads on the subject site which would accommodate <br />service vehicles. <br /> <br />4. Approval of the grading and drainage plan by the City Engineer and the RCWD. <br /> <br />5. The applicant submit a Transportation and Safety Management Plan, Dust and Noise Control <br />Plan, and a Communications Plan, for the City Manager of New Brighton and the City Manager <br />of Columbia Heights to review and approve in writing. <br /> <br />l; <br /> <br />Ii 6. <br />,I <br />! ,~ <br />i; <br /> <br />All soil and concrete trucks traveling to the reservoir site must follow 1-694 to Central Avenue <br />NE to 49th Avenue NE to the reservoir site (Columbia Heights route). All soil and concrete trucks <br />leaving the reservoir site must follow Stinson Boulevard to 5th Street NW to Silver Lake Road to <br />1-694 (New Brighton route). All soil and concrete trucks leaving the reservoir site and following <br />the New Brighton route must be empty. <br /> <br />8. <br /> <br />The applicant is responsible for sweeping all public streets used by trucks and construction <br />vehicles generated from the subject site. This task should be performed as needed to keep the <br />public streets free of dirt and other construction debris. <br /> <br />i <br /> <br />9.
