She reported the farmers market would begin on Wednesday, July 6th from 3:00 to 7:00 p.m. at the <br />United Theological Seminary. She indicated she had eight vendors that would participate in the farmers’ <br />market and hoped to see a huge turnout for the event each week. <br />Councilmember Bauman asked if the vendors had to pay a fee to be a part of the farmers’ market. Ms. <br />Gunsworth commented the vendors could pay a weekly ($30) or seasonal fee ($150). <br />Councilmember Jacobsen understood the farmers market was looking for musicians or entertainers for the <br />event. Angela Fredrickson, 2906 16th Street NW, stated this was the case. Those interested in providing good <br />family entertainment during the farmers’ market were encouraged to contact her or Ms. Gunsworth. <br />Mayor Johnson thanked Ms. Gunsworth and Ms. Fredrickson for all of their efforts. She encouraged the <br />committee members of the farmers’ market to have a booth at Stockyard Days. She appreciated all of the <br />assistance the United Theological Seminary has provided and hoped the farmers market would be a huge <br />success. <br />Jim Laben, 16380 Linden Tree Road in Pine City, introduced Windows Concepts to the City Council. He <br />stated his business was located in St. Paul and completed work on windows, siding, doors, bathroom <br />remodeling and insulation. Consideration of a Resolution approving a Site Plan, Special Use Permit, and <br />Nonconforming Use Permit for Zahl Equipment (representing Xpress Stop) at <br />574 Old Highway 8 NW. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Bauman to Adopt a Resolution <br />approving a Site Plan, Special Use Permit, and Nonconforming Use Permit for Zahl <br />Equipment (representing Xpress Stop) at 574 Old Highway 8 NW subject to five <br />conditions. <br /> <br />Acting City Manager Hatch indicated Assistant Community Assets and Development/Planning Director <br />Gundlach would be presenting this item to the Council. <br />Assistant Community Assets and Development/Planning Director Gundlach explained the applicant is <br />requesting several land use approvals in support of a store rebranding from Express Stop (also <br />known as EZ Stop) to Minnoco, at 574 Old Highway 8 NW. The applicant intends to install <br />three new gas pumps (two exist today), a new-relocated gas canopy, a new underground <br />ethanol tank, new wall and ground signs (refacing only), installation of LED lighting, and <br />various improvements to the surface parking lot. These following land use <br />applications were submitted in support of these improvements: <br /> <br />• Site Plan – required in order to obtain a building permit. <br />• Special Use Permit – required in order to allow a reduced front yard setback for the <br />proposed gas canopy. <br />• Nonconforming Use Permit – required in order to allow <br /> <br />Staff reviewed all applicable Site Plan, Special Use, and Nonconforming Use criteria.
