Ed Pucktell, <br />Zahl Equipment, stated he has been working with a consultant and he would be working to greatly improve <br />this property. He explained he would be bringing this property up to code and the greenspace would be well <br />groomed. <br />Mayor Johnson commented she has received a lot of complaints about the appearance of the properties along <br />Old Highway 8 near this gas station. She was excited to see this property being improved. <br />Councilmember Bauman asked if the building would be enhanced in any way. Abdala Tobassi, 901 Autumn <br />Drive, explained the building would be painted and new fascia would be installed to match the canopy. He <br />reported he owns three gas stations currently and believed this site would do well after the proposed <br />renovations. He provided further comment on the Minnoco brand. <br />Councilmember Burg complimented Mr. Tobassi on the work he has done on his other gas stations. She <br />asked if the New Brighton gas station would offer free coffee until 10:00 a.m. Mr. Tobassi reported this <br />would be the case. <br />Mayor Johnson discussed the parking on 6th Street and noted this roadway became very narrow with the <br />amount of on-street parking. She requested that staff look into posting one side of 6th Street “No Parking”. <br />Assistant Community Assets and Development/Planning Director Gundlach commented staff could <br />investigate this further and understood that parking was a concern along 6th Street. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />2. Consideration of Stockyard Days Request for $13,000 in Twin Cities Gateway Funds for <br />Marketing, Advertising, and Promotion. <br /> <br />Motion by Councilmember Strub, seconded by Councilmember Burg to Approve Twin Cities <br />Gateway funds in the amount of $13,000.00 for Stockyard Days promotional activities, <br />advertising, and marketing. <br /> <br />Acting City Manager Hatch explained the 2016 New Brighton Stockyard Days celebration will begin <br />on August 7, 2016 and go through August 15, 2016. Stockyard Days has added many new <br />activities for 2016 including a bike race, golf tournament, bike rodeo for kids, sing-along for <br />seniors, new craft beverages, s’mores and much more. Stockyard Days brings visitors from <br />throughout the Twin Cities to our community and celebrates New Brighton’s history. He reviewed <br />the list of events planned for Stockyard Days in detail. <br /> <br />Acting City Manager Hatch reported the Twin Cities Gateway provides grant funding to the City of <br />New Brighton. This grant funding is provided because of the local option lodging taxes collected <br />by the City and the eight other member cities of the Bureau. The funding has been specified to be <br />used for advertising, marketing, and promotional efforts in order to increase participation, <br />attendance, and visits to events, activities, and facilities located in New Brighton. The Stockyard <br />Days committee is requesting $13,000.00 in grant funding for marketing, advertising and <br />promoting of Stockyard Days events. Approximately $6,000 of the funds will be used to target new <br />potential visitors for the bike race. The bike race is new and will be a United States Cycling <br />Association (USCA) event. It has already been promoted on the USCA website and could <br />potentially bring bicycle enthusiasts from across the Midwest. The additional funds will be used to <br />advertise and market additional events to draw visitors to our community. <br /> <br />Acting City Manager Hatch stated gateway funds must be spent in accordance with Minnesota <br />Statutes 469.190. The City Attorney was consulted and provided an opinion that Stockyard Days <br />marketing, promotional events, and advertising are an acceptable use of these funds. If the Council <br />chose to authorize $13,000 for Stockyard Days, then the remaining fund balance would be $13,174. <br />New Brighton staff anticipates receiving additional Gateway funds in 2017 similar to 2016. New <br />Brighton received $11,936.00 in 2016.
