Hicks reviewed the cost saving projections for the City if a solar option were pursued.

Councilmember Strub asked where else solar panels could be located at NBCC. Hicks reported a structure
could be placed on ground. He indicated the roof was recently replaced and had a 30-year life cycle. He
explained it may be in the City’s best interest to allow the roof to remain untouched and to place the solar
panels on the ground.

Councilmember Strub questioned if there were other locations in the City where a panel array could be placed.
Hicks stated the focus has been on NBCC, but there may be other locations that could be investigated. Charlie
commented he would need another 30 days if he was to address the feasibility of other sites for a solar array.

Councilmember Burg did not want the City to overlook anything when conducting their research. She
supported the City taking 90 days to explore their solar options.

Charlie discussed the importance of the City setting financial goals for their solar plans for the next 15 to 25
years.

Mayor Johnson believed solar panels may be the right thing due to the sustainability factor and the reduction
the City would have on natural resources.

Councilmember Bauman was interested in seeing how other cities have acquired solar energy.

Mayor Johnson questioned how the City of Mounds View acquired their solar panels. Charlie explained the
City of Mounds View purchased their panels through the ESP program through the Port Authority. He noted
Mounds View acquired a made in Minnesota product. He encouraged the Council to review all options
available before making a decision on the solar panels.

Councilmember Burg appreciated the fact that the consultants would be looking into numerous options. She
did not want to be limited to solar rooftop units. She wanted to see the City be creative and explore all options.

Councilmember Jacobsen wanted the City to proceed with caution and not become a trendsetter, but rather
select a tried and true option.

Councilmember Bauman discussed the solvents that would have to be used to clean the solar panels. She
understood that safety would have to come first when pursuing the solar panels. She saw no benefit in the City
pursuing solar energy given the low return on investment.

Further discussion ensued regarding the amount of solar energy that could be generated at NBCC.

Hicks requested the focus remain on NBCC at this time and that additional partner feedback be brought to the
Council in the future.

Councilmember Strub supported the Council moving forward with the LLC on NBCC.

Mayor Johnson concurred and recommended this matter be discussed by the Council at a future worksession to
address the City’s solar goals. The Council was in agreement with this suggestion.
