<br />12 <br />483433v3 NE136-8 <br />If the Contractor chooses to distribute its own public education information, the <br />educational materials must first be reviewed by the City Code Enforcement Official or <br />other employee designated by the City. <br /> <br />The Contractor shall demonstrate commitment to the promotion of responsible waste <br />management through participation in community events, for example, by initiating and <br />providing collection opportunities for recyclable materials at City-sponsored events. <br /> <br />The Contractor shall conduct its own promotions and public education to increase <br />participation and improve compliance with City-specified resident preparation <br />instructions. At a minimum, this shall include distribution of resident education tags to <br />be left by curbside collection crews if any non-targeted material is rejected and left at the <br />curb. The Contractor shall submit a draft of any public education literature for approval <br />by the City, at least one month before printing and distribution of any such literature. <br />The Contractor will also provide articles for the City newsletters, some recycling <br />promotional items, and appear on local access programming if requested by the City. <br /> <br />2.24 SCORE Recycling Grant Compliance <br /> <br />The City receives a SCORE recycling grant from Ramsey County that is used to partially <br />fund the City’s recycling program. In order to receive the SCORE recycling grant, the <br />City’s recycling program must meet certain requirements. In the event that the SCORE <br />recycling grant requirements change, the City and the Contractor agree that they will <br />meet and discuss the implementation of these requirements so that the City can remain in <br />compliance with the SCORE recycling grant requirements and whether any amendments <br />to this Agreement are necessary in order to implement the requirements. <br /> <br />3. MATERIALS PROCESSING AND MARKETING <br /> <br />3.1 Processing Facilities Must Be Specified <br /> <br />It is intended that all recyclable materials collected by the Contractor will go to recycling <br />markets to be manufactured into recycled content products. <br /> <br />The Contractor shall assure the City that adequate recyclable material processing capacity <br />will be provided for City material collected. The Contractor shall provide written notice <br />to the City at least 60 days in advance of any substantial change in these or subsequent <br />plans for receiving and processing recyclable materials collected from the City. <br /> <br />Upon collection, the Contractor shall deliver the designated recyclable materials to a <br />recyclable material processing center, an end market for sale or reuse, or to an <br />intermediate collection center for later delivery to a processing center or end market. It is <br />unlawful for any person to transport for disposal or to dispose of designated recyclable <br />materials in a mixed municipal solid waste disposal facility. <br />
